Jin Seong-jun, the Policy Committee Chair of the Democratic Party of Korea, announced that the party plans to push forward 165 bills ahead of the September regular National Assembly session. In particular, regarding the recently debated Financial Investment Income Tax (Geumtu Tax), he stated that an internal 'policy debate' within the party will be conducted.


On the afternoon of the 29th, at the Nest Hotel in Incheon, Jin presented the necessary legislative tasks to 169 Democratic Party lawmakers during the '2024 Regular National Assembly Democratic Party Lawmakers Workshop.' After the presentation, he told reporters, "We have envisioned a 'Policy Planning Committee' within the Policy Committee to produce policies, and the party leadership intends to establish a ruling plan," adding, "It might even be established directly under the Supreme Council or the party leader." This is interpreted as the Democratic Party’s intention to formulate policy plans, including pledges, to secure the next presidential term.

The Democratic Party’s Policy Committee also plans to hold 'policy debates' regularly within the party. Jin said, "When major policy issues arise, we will hold policy debates," and added, "As the first debate, we are preparing a policy debate on the Geumtu Tax to present to the public." He further noted, "In principle, we plan to make it public through reporters or online live streaming." The preparatory chair for the Geumtu Tax policy debate will be Assemblyman Min Byung-duk (re-elected, Anyang-si Dongan-gu Gap, Gyeonggi Province).


Jin stated that there are 102 legislative tasks related to the economy and people's livelihood. He said, "The main obstacle to the economy is the domestic demand issue," and added, "We will drastically cut unnecessary budgets to stimulate domestic demand." He also mentioned, "There are attempts to deny constitutional principles and distort historical facts," and said that 27 bills are needed for 'setting the country right.' Furthermore, he emphasized, "We must fully respond to the climate crisis and energy transition. Let's talk about the future," and pledged to pass 24 bills related to the future. Regarding population extinction, he said 12 bills are being prepared.

He also revealed the operational plans for the Democratic Party’s Policy Committee. He said, "We plan to appoint additional vice chairs of the Policy Committee and separately form a Policy Planning Committee or Policy Advisory Committee," and added, "The Policy Coordination Committee, which has been expanded and reorganized to correspond with the National Assembly’s standing committees, will be maintained." Under Jin’s leadership, the Democratic Party has operated a 'Policy Coordination Committee' within the Policy Committee. Lawmakers serving as opposition party secretaries in the 17 standing committees of the National Assembly serve as heads of policy coordination by sector.


He said that through this operation, the party’s official stance adoption process has also been established. He explained, "When a proposal to adopt a party stance is made, the relevant Policy Coordination Committee reviews it, and if recommended to the Policy Committee, it is reviewed again," adding, "Afterwards, it is submitted to the party caucus to confirm the consensus of all lawmakers, and then the party stance is adopted."
