Yeongju City Signs Agreement for New Seasonal Worker Recruitment with Kharkhorin and Shamar Districts in Mongolia

Inviting Families of Specialized High School International Students to Attract Seasonal Workers

Fostering Outstanding Foreign Talent for Local Settlement... Responding to Regional Decline

On the 28th, Yeongju City in North Gyeongsang Province visited Kharkhorin District in Mongolia and signed a memorandum of understanding to newly recruit seasonal workers.


Kharkhorin District is a historic city located in the Orkhon Valley, the origin of the Mongolian people, and is the former capital of the Mongol Empire. It is home to UNESCO World Heritage sites such as the Erdene Zuu Monastery.


In particular, Kharkhorin District has a close relationship with Yeongju City as it sends international students to specialized high schools in Yeongju (Korea International Culinary High School and Korea Railroad High School). Through this agreement, if the parents of these international students are invited as seasonal workers, families can settle in the region and contribute as skilled local talent.


According to this agreement, starting in March next year, workers from Kharkhorin District will serve as agricultural partners in Yeongju City. The number of incoming workers will be determined based on demand surveys from local farms. The city plans to gradually increase the number of recruits, taking into account work attitude and farmer preferences.


The city’s working group is also scheduled to sign a new seasonal worker recruitment agreement with Shamar District in Mongolia on the 30th. Shamar District is an agricultural revitalization area located about 364 km from the capital, Ulaanbaatar.


In addition, from September 2, applications for the 2025 agricultural seasonal worker program will be accepted for about a month at administrative welfare centers in towns, townships, and neighborhoods to attract foreign seasonal workers.


Park Namseo, Mayor of Yeongju City, said, “Attracting foreign workers is urgent not only to ensure a stable rural workforce but also to prevent the decline of local communities. We will seek a breakthrough in addressing local extinction by fostering outstanding foreign talent who can settle in the region through the foreign seasonal worker system.”
