Seoul City Confirms Rapid Integrated Planning
Accessibility to Bongsan Forest Increased, New Pedestrian Path Established
Targeting Designation of Maintenance Zone in First Half of Next Year
Low-rise residential areas in Sanse and Pyeonbaek Village, Eunpyeong-gu, Seoul, will be transformed into a residential complex with up to 33 floors and a total of 2,800 households.
On the 27th, the Seoul Metropolitan Government announced that it had finalized the rapid integrated planning for two redevelopment candidate sites in Sinsa-dong, Eunpyeong-gu: lot 200 (Pyeonbaek Village, area 63,496㎡) and lot 237 (Sanse Village, area 55,209㎡).

These areas are low-rise residential zones adjacent to Bongsan Forest (Bongsan Urban Natural Park). Although part of the target area was designated as a maintenance planned zone, it was lifted in 2015. In 2022, a residential environment management project was completed but did not lead to substantial improvements in the living environment. Narrow roads and parked vehicles caused significant inconvenience. At the end of 2022, the area was selected as a second-phase private redevelopment candidate site on the condition of establishing a plan linking Sanse and Pyeonbaek Villages, and redevelopment has been promoted through rapid integrated planning.
The city plans to develop the area into a "forest residential complex embracing the city and nature" through rapid integrated planning. A 6-8m circular road and park will be created along the boundary of Bongsan Forest to allow residents convenient access to the forest. Additionally, Bongsan Neighborhood Park will be expanded and exercise facilities installed to provide residents with leisure and relaxation spaces.
The complex design takes into account the characteristics of the hilly terrain. A site development plan conforming to the slopes will be established, and spaces created by level differences will be utilized as parking lots and auxiliary welfare facilities. A public pedestrian passage connecting Sangsin Elementary School to the north of the site and the bus stop near Eunpyeong Tunnel to the south will be provided to facilitate convenient movement for pedestrians with mobility challenges. Auxiliary welfare facilities and four community spaces will be arranged around this pedestrian passage.
Furthermore, an open view toward Bongsan will be created, and the area around the Sinsa living zone center district unit planning zone will be planned as mid- to low-rise to harmonize with the surrounding urban space.
The city expects the maintenance zone to be designated as early as the first half of next year. The project period is anticipated to be significantly shortened through the review by the Urban Planning Committee’s delegated subcommittee and integrated review of the project implementation plan.
Jo Nam-jun, head of the Seoul Metropolitan Government’s Urban Space Headquarters, said, “The area around lots 200 and 237 in Sinsa-dong, Eunpyeong-gu, was a region difficult to develop due to urban management plans and location characteristics, but through this integrated planning, it will be developed into a pleasant residential complex that serves as a gateway to Seoul and harmonizes with the forest.”
