Ssangmundong Moa Town Management Plan (Draft) Passes Seoul City Integrated Review
First Case of Moa Town Applying Height Relaxation in Height-Restricted Zone... Development from Existing 20m to Up to 45m
Upzoning from Type 1 and Type 2 (7-story) General Residential Areas to Type 2 General Residential Area
A total of seven Moa housing complexes are planned in the area of 494-22 Ssangmun-dong, Dobong-gu (37,319㎡) and 524-87 (83,526㎡), with 2,718 housing units (including 525 rental units) to be supplied.
Dobong-gu (Mayor Oh Eon-seok) announced that the Ssangmun-dong Moa Town Management Plan (draft), containing these details, was approved at the 12th Seoul Small-scale Housing Maintenance Integrated Review Subcommittee.
As a result, the Ssangmun-dong area will be fully subject to the urban management plan (amendment) for the height-restricted zone announced last June, becoming the first Moa Town in Seoul to benefit from the height-restriction zone relaxation.
The Ssangmun-dong Moa Town Management Plan (draft) includes upgrading the zoning from Type 1 and Type 2 (up to 7 floors) general residential areas to Type 2 general residential areas, and allowing development up to the legal maximum floor area ratio when supplying rental housing.
It also contains plans to secure a scenic corridor to Bukhansan National Park, establish a pedestrian network from Uicheon Stream to Ssangmun Neighborhood Park, designate street activation sections, ensure accessibility along Uicheon Stream and create a waterfront park, widen roads, and strengthen road network connectivity.
Going forward, the Seoul Housing and Communities Corporation (SH) will support feasibility analysis and administrative assistance for the establishment of associations in the Ssangmun-dong Moa Town area. This area was previously selected as a public management pilot project with SH participation, considering the difficulties of development under the height-restriction zone regulations.
Mayor Oh Eon-seok of Dobong-gu said, “With the approval of this integrated review, the areas of 494-22 and 524-87 Ssangmun-dong have become the first case and a leading model for the application of height-restriction zone relaxation in Seoul.” He added, “The district will spare no administrative support to transform the Ssangmun-dong Moa Town area into a high-quality residential complex with beautiful scenery.”
The relaxation of the Bukhansan height-restriction zone regulations and the approval of this integrated review were made possible by the great efforts of the district and the residents of Ssangmun-dong.
In the height-restriction zone relaxation plan first announced by Seoul City in July last year, the Type 1 general residential area within Ssangmun-dong Moa Town was still restricted by a 20m height limit.
Also, the Uicheon Stream side and Haedeung-ro side were regulated by major scenic road regulations, limiting the height to 28m within a 20m width zone.
In response, the district and about 1,400 Ssangmun-dong residents made three appeals to Seoul City, ultimately leading to a maximum height of 45m being allowed for redevelopment projects in the Type 1 general residential area. The width of the major scenic road zones was also relaxed from 20m to 9m along Uicheon Stream and 15m along Haedeung-ro, respectively.
