Support for Immigrants Including Compensation and Settlement Allowance
On the 21st, Chungnam Province announced that if the construction of the Cheongyang Jicheon Dam is confirmed, it will implement support projects worth 50 billion KRW.
According to the province on the 21st, among the 14 candidate sites for the Ministry of Environment's climate response dams, Cheongyang Jicheon Dam in Chungnam has been selected. The Ministry of Environment will finalize the construction site after holding resident briefings and other procedures.
The province plans to carry out large-scale projects in four areas totaling 50 billion KRW if the dam is constructed: support for relocated residents, improvement of areas near the dam, support for areas near the dam, and enhancement of dam utility.
First, relocated residents will receive compensation for land and housing before the start of dam construction, a settlement payment of 20 million KRW, and a livelihood support payment of 2.5 million KRW per household member.
Tenants and owners of unauthorized buildings who have lived in the area for three years prior to the official announcement of the dam's basic construction plan are also eligible for support payments.
If more than 10 households among the relocated residents wish, it is possible to create and allocate a relocation complex in the desired area instead of the relocation settlement payment.
Support will also be provided for livelihood projects such as agricultural training, vocational training, fishing site operation, and convenience store operation.
For the improvement of areas near the dam, public infrastructure such as roads and public warehouses, as well as production infrastructure, will be established. Welfare and cultural facilities such as parks, village halls, and sports facilities will also be created.
To improve residents' living conditions, leisure and recreation facilities such as walking trails and campgrounds will be established, and support will be provided for health insurance premiums, communication fees, heating costs, and electricity bills.
A provincial official stated, "In the case of Bohyeonsan Dam in Yeongcheon, Gyeongbuk, after its construction, attractions such as a suspension bridge and an astronomical science center were created, making it a tourist destination visited by more than 670,000 people annually, greatly benefiting the local economy. If the dam construction is confirmed, we will swiftly implement various support projects to revitalize the local economy."
If the Jicheon Dam is built, the available water supply will be 110,000 cubic meters per day, enough for 380,000 people.
The province maintains that dam construction is necessary to address water shortages and prevent flood damage. However, the Cheongyang Jicheon Dam Opposition Committee argues that dam construction will not prevent flood damage and will only harm the ecosystem and residents, calling for the cancellation of the dam construction plan.
