Former Winnerz CEO Suspected of Scamcoin, Cleared of Forcing YouTuber Oking to Explain

Fraud Allegations Under Investigation

The police have decided not to indict the Winners Coin side, which is under investigation for allegations of 'scam coin' (fraudulent cryptocurrency), regarding the charge of forcing YouTuber Oking to make false explanations.

On the 13th, the Criminal Mobile Unit of the Seoul Metropolitan Police Agency dismissed the charges of coercion and attempted coercion against former Winners CEO Choi on the 18th of last month, stating, "There is insufficient evidence, so there is no charge."


In the non-indictment decision document, the police explained, "Apart from the victim's claims, no objective evidence proving the charges was submitted, and considering the victim's attitude confirmed in the subsequent recorded conversations between the victim and the suspect, there is insufficient evidence to conclude that the broadcast was made under threat."


They added, "Considering the situation the victim was in at the time, the demand for a clarification broadcast may have been perceived as a form of pressure," but also stated, "It is insufficient to recognize the threat, which is a constituent element of coercion."


Oking, who has been engaged in disputes over involvement in the Winners and coin case, previously filed a complaint with the police against Choi and others on charges including fraud and coercion under the Act on the Aggravated Punishment of Specific Economic Crimes.


Oking's side claimed that in February, Choi threatened, saying, "If Winners Coin fails, it will all be your responsibility, and you will bear all the consequences," and forced him to make a clarification broadcast favorable to Winners.


However, Choi's side denied making such statements, rebutting, "We actually told Oking to speak honestly, but he made a false broadcast on his own accord and then claimed that we forced him to do so."


Meanwhile, the police are continuing their investigation into the charges of fraud under the Act on the Aggravated Punishment of Specific Economic Crimes against those related to Winners Coin. On the 19th of last month, the police sent Choi and three others to prosecution without detention, but the prosecution requested supplementary investigation.
