Ulsan City Installs Entry Block Facilities at Underpasses Prone to Flooding

9 of 13 Flood-Prone Sites Completed

4 Remaining Sites to Receive 1.2 Billion KRW, Scheduled for December

Ulsan City will begin installing entry-blocking facilities at underpasses with a high risk of flooding by the end of the year to prevent casualties during heavy rainfall.


This initiative follows the Ministry of Land, Infrastructure and Transport's revision of underpass management guidelines in April. Underpasses with a U-shaped longitudinal profile and located within a 500-meter straight-line distance from a nearby river are now designated as high-risk for flooding, and the installation of entry-blocking facilities has become mandatory.


There are a total of 27 underpasses in the Ulsan area, with 13 of them classified as high-risk for flooding according to the revised guidelines.


Of these, nine underpasses?including Samsan, Samho, Hwabong, Dongcheon, and Sangbang?have a history of flooding and had already completed the installation of entry-blocking facilities before the guideline revision.


For the remaining four locations (Beonyeonggyo North, Beonyeonggyo South, Hakseonggyo North, and Hakseonggyo South underpasses), Ulsan City has secured project funding through the first supplementary budget and the Special Disaster Safety Grant, and is currently in the final stage of detailed design for prompt installation.


With a total construction cost of 1.2 billion KRW, the project is set to begin in September and be completed by December.


An official from Ulsan City stated, "For underpasses at high risk of flooding, we are strengthening road patrols by deploying on-site personnel during heavy rainfall and typhoon events. For underpasses not subject to the mandatory installation of entry-blocking facilities, we plan to analyze factors such as the size, shape, and location of the underpass, as well as its history and depth of past flooding, and introduce additional blocking facilities if necessary."
