Incheon City Establishes Special Maintenance Master Plan for Aging Residential Districts... 5 Areas Including Yeonsu District

Incheon City is preparing a redevelopment blueprint for five large-scale aging residential land development districts created in the 1980s and 1990s.


On the 31st, the city announced that it has begun establishing a basic plan for the redevelopment of aging planned cities in accordance with the "Special Act on the Redevelopment and Support of Aging Planned Cities," which was enacted in April this year. Aging planned cities designated as special redevelopment targets under the special act are areas over 1 million square meters in large-scale residential land developments that have been established for more than 20 years.


In Incheon, the target areas include Yeonsu District (established in 1994) covering 6.21 million square meters, Guwol District (1991) 1.26 million square meters, Gyesan District (1998) 1.61 million square meters, Bupyeong (1988), Galsan (1992), and Bugae (1999) Districts totaling 1.61 million square meters, and Mansu 1 (1988), Mansu 2 (1991), and Mansu 3 (1992) Districts covering 1.45 million square meters.

The city plans to start the project in September and aims to establish the basic plan for the special redevelopment zones by February 2026 after drafting the plan, conducting public inspections for residents, and undergoing review by the Urban Planning Committee.


Designation as a special redevelopment zone, which focuses on integrated reconstruction by combining two or more complexes, will ease various building regulations such as floor area ratio and building coverage ratio, and provide incentives such as exemption or relaxation of safety inspections.


To build a collaborative system among related organizations regarding the establishment of the basic plan for aging planned city redevelopment, the city will operate the "Aging Planned City Redevelopment Task Force (T/F)." The task force will be led by the Deputy Mayor for Political Affairs and include 11 departments of Incheon City such as the Housing Redevelopment Division and Urban Planning Division, the Incheon Metropolitan Office of Education, five district offices, Incheon Urban Corporation, and Incheon Research Institute.


An official from Incheon City stated, "This basic plan aims to create a future city that looks ahead 100 years beyond simple redevelopment," adding, "We will establish a systematic and comprehensive redevelopment system and promote the regeneration of aging planned cities."
