Application for Target Sites from September 2 to 13
10% Consent Required from Landowners for Street Housing Maintenance Type
Although Seoul has been selected as a Moa Town, public support will be provided to areas where project conditions are unfavorable, such as those located near cultural assets or on hilly terrain, making independent promotion difficult.
On the 31st, the Seoul Metropolitan Government announced that, in cooperation with Seoul Housing and Communities Corporation (SH) and Korea Land and Housing Corporation (LH), it will recruit sites for the ‘Public Institution Participatory Moa Town Public Management Project’ from September 2 to 13.
The Public Institution Participatory Moa Town Public Management Project is a method where public institutions such as SH and LH support the establishment of management plans and the formation of associations, and once the association is established, the project is jointly implemented with public institutions (SH, LH, etc.) upon obtaining the consent of the majority of association members.
The target sites for the public management project prioritize areas where residents find it difficult to independently promote projects due to unfavorable conditions such as urban planning regulations like height restrictions, proximity to cultural assets, or hilly terrain. The city plans to select about 10 sites from the applications received.
Since last year, the city has selected a total of six Moa Town pilot sites in Pungnap-dong, Ssangmun-dong, Seokgwan-dong, and Wolgye-dong areas and has been supporting the projects. Pungnap-dong completed the establishment of its management plan last April and is currently proceeding with the establishment of a street housing maintenance-type Moa Housing association. Although pilot projects were discovered through independent demand surveys, this year, sites will be selected through a public contest considering residents’ willingness to participate.
Application requirements for the contest stipulate that among the areas selected as Moa Towns, at least 10% of landowners in regions where street housing maintenance-type Moa Housing projects are being promoted or planned must consent. Ultimately, areas with a consent rate of 30-50% will be selected.
Once selected as a target site, benefits such as △ expansion of project area (20,000 to 40,000㎡) △ relaxation of the rental housing donation ratio due to zoning upgrades (from 50/100 to 30/100) △ low-interest project financing support △ technical support including project feasibility analysis can be received when promoting Moa Housing projects.
When promoting street housing maintenance projects with public participation within small-scale housing maintenance management areas designated as Moa Towns, the project area can be expanded up to 40,000㎡. The donation ratio for public rental housing due to zoning upgrades can also be relaxed, improving project conditions.
Stable project financing is also possible through the use of funds from HUG (Housing and Urban Guarantee Corporation). Support is provided for reviewing estimated contributions for association establishment, appointing resident representatives, and holding general meetings.
Han Byung-yong, Director of the Housing Office at Seoul City, said, "We will enhance the execution power of Moa Housing through public participation in areas where project promotion is difficult within Moa Towns," adding, "We will improve the residential environment by rapidly expanding the supply of high-quality housing in aging low-rise residential areas."
