A tetrapod is a large concrete structure built in the sea to block waves or tsunamis. If a person falls between the tetrapods, there is a high risk of serious injury, and it is difficult to find them in case of an accident. Since 2020, the Ministry of Oceans and Fisheries has classified tetrapod structures as hazardous areas within ports and prohibited civilian access. Violators may be fined up to 1 million won.
Every year, numerous injuries and deaths occur from entering tetrapods. According to the Jeju Fire Safety Headquarters, there have been 20 tetrapod-related accidents in Jeju Island over the past three years: 5 in 2021, 4 in 2022, 11 last year, and 1 up to May this year. Among them, 13 people sustained various injuries, and 4 lost their lives.
Netizens criticized Yuri with comments such as, "If you fall between those tetrapods, even if you scream, no one outside can hear you. It's really dangerous," "It looks dangerous just by looking at it, why take pictures there?" and "Don't they know it's a restricted area?" However, the place where Yuri took the photos was Udo Cheonjin Port, and none of Udo's ports are among the 45 locations designated by the Ministry of Oceans and Fisheries as restricted access zones. Therefore, she is not subject to fines.
The restricted access zones previously designated by the Ministry of Oceans and Fisheries include Mukho Port, Busan Port, Gamcheon Port, Dadaepo Port, Geomundo Port, Yeosu North Port, Yeosu South Port, Yeongilman Port, Pohang Old Port, Hupo Port, Pohang New Port, Pyeongtaek-Dangjin Port, Ulsan Port, Yeonpyeongdo Port, Yonggipo Port, Daesan Port, Wando Port, Nokdong New Port, Naro Island Port, Daecheon Port, Ganggu Port, Guryongpo Port, Okpo Port, Samcheonpo Port, and Busan South Port.
