At the time, as heavy rain poured and operations at Dobongsan Station were halted, passengers moved to use other public transportation, causing the crowding. According to police estimates, about 450 people were gathered at the bus stop.
In the video uploaded to YouTube, the densely packed crowd can be seen standing closely together near the bus stop. Some passengers even stepped outside the road to wait for the bus. Eventually, police officers stepped in, shouting "Slowly," and began managing the traffic.
Later, the police requested cooperation from the local district office and the Disaster and Safety Department to transport about 130 citizens by bus in two rounds. It is said that the area around Dobongsan Station was able to return to its normal state in about three hours that day.
