Suncheon Mayor Noh Gwan-gyu Proposes 356 Win-Win Talks with 300 Participants
Prompt Progress on 356 Proposals, 87 Resolved Immediately
Suncheon City, Jeollanam-do (Mayor Noh Gwan-gyu) is accelerating efforts to resolve citizens' concerns.
This is a follow-up measure to the ‘2024 Suncheon Win-Win Talk,’ held 15 times since May 3rd, categorized by issues, social groups, and regions to share win-win strategies with citizens.
The city plans to hold progress report meetings by department to thoroughly address the 356 suggestions proposed during the Win-Win Talk, and by November, Mayor Noh Gwan-gyu will host a session inviting the proposers to take responsibility for sharing the progress from suggestion to implementation.
▶ Prompt progress plans announced for 356 suggestions, 87 cases resolved immediately, gaining strong citizen support
The ‘2024 Suncheon Win-Win Talk’ was promoted to listen to opinions by issue, social group, and region, changing the format from the previous ‘Dialogue with Citizens’ centered on eup, myeon, and dong districts. In the Win-Win Talk, where citizens with similar living conditions and needs gathered, a total of 356 suggestions and proposals were received from 300 participants over 15 sessions.
Analysis of the 356 suggestions showed 45 cases by issue, 160 cases by social groups such as children, youth, elderly, disabled, cultural and sports people, and farmers, and 151 cases by eup, myeon regional zones.
When categorized by field, the area with the most citizen interest and suggestions was roads with 39 cases, followed by family welfare with 27 cases, culture and arts with 23 cases, and construction with 23 cases. Additionally, fields closely related to daily life such as transportation policy, waste management, traffic control, youth policy, sports industry, childcare, and agricultural policy each received more than 15 cases, reflecting key citizen concerns.
Suncheon City completed guidance on the progress of each suggestion by phone or in writing within 7 days after each Win-Win Talk session following departmental review. Notably, 87 cases, including 8 urgent issues such as drainage and environmental maintenance and the establishment of a youth economic division, were resolved immediately after the Win-Win Talk, with completion results communicated, earning strong citizen approval.
▶ Collaboration plans crossing departmental boundaries established to resolve mid- to long-term and complex civil complaints
Among the 356 cases, some complaints were resolved immediately on-site by Mayor Noh Gwan-gyu’s suggestion, but 88 cases required mid- to long-term review, and 44 cases were complex complaints overlapping multiple departments.
Excluding cases that were immediately resolved or impossible to handle, the city is considering solutions by pooling wisdom across departments for 153 short-term plans and 88 mid- to long-term plans. For complex complaints involving multiple departments, a collaboration plan crossing departmental boundaries will be established by the end of July. Once the plan is set, a report meeting involving all related departments will be held in August to discuss solutions.
Especially, matters involving budgets, requiring interdepartmental coordination and cooperation, or needing policy or technical review for over a year will be classified as mid- to long-term review items, with continuous efforts to seek implementation plans.

Suncheon City will ensure that the citizens’ opinions heard during the Win-Win Talk are not reviewed or evaporated as a one-time event, with Mayor Noh Gwan-gyu personally checking the process from suggestion to implementation and resolution.
To this end, in November, 300 citizens who voiced their opinions for Suncheon’s development among the approximately 2,000 participants in the Win-Win Talk will be invited to one place, where Mayor Noh will provide detailed answers about the handling process, results, and reasons for any unfeasible cases.
