Public Procurement Service Supports Special Disaster Areas by Shortening and Simplifying Procurement Procedures

The Public Procurement Service announced on the 16th that it will implement emergency procurement measures for special disaster areas from the 16th of this month to October 31st.


The emergency procurement measures are being carried out to support damage recovery and assist businesses in five special disaster areas, including Yeongdong-gun, Chungbuk.


First, when public institutions located in the affected areas contract for goods and construction for flood damage recovery, procurement procedures will be shortened and simplified to enable swift contract execution.


For example, instead of the general bidding process, which takes 7 to 40 days for announcement periods, an emergency bidding process with a 5-day announcement will be conducted for goods and construction related to flood damage recovery, quarantine, and relief. The negotiated contract system will be actively utilized to minimize the time required for bidding.


Additionally, when purchasing goods related to damage recovery on the Korea ON-line E-Procurement System (KONEPS) comprehensive shopping mall, purchases can be made immediately without undergoing a two-stage additional competition.


Delivery inspections, which usually take 1 to 2 weeks, will be temporarily exempted. This is intended to allow demand institutions to quickly receive flood-related goods on site.


Upon request from institutions located in special disaster areas, payment of procurement fees will be deferred, and burden reduction measures related to contract fulfillment will be implemented for procurement companies affected by the flood. Through this, companies can extend delivery deadlines if it is difficult to deliver within the contract period and may be exempted or have reduced liquidated damages for delayed delivery.


Lim Gi-geun, Administrator of the Public Procurement Service, stated, “We will mobilize all available policy tools in the public procurement sector to swiftly restore flood damage.”
