BMW Owner Habitually Parks Inconveniently
Leaves Threatening Note Amid Residents' Complaints

A story has sparked controversy after it was revealed that a resident in an apartment complex, frustrated by inconsiderate parking, spat on a car, leading the car owner to issue death threats such as "I will kill you."

On the 10th, a post titled "Parking villains are killing people" was uploaded to an online community. The term "parking villain" is a newly coined word combining "parking" and "villain," referring to someone who disregards parking lot rules, such as illegal parking. The author, Mr. A, began by saying, "Although the underground parking lot spans from the 1st to the 4th floor and has relatively ample parking space, I am troubled by someone parking right next to the pillar on the 1st floor."

In the photo shared by Mr. A, a white BMW is parked in a spot that is not a designated parking space. It is presumed that the driver ignored a "No Parking" cone placed there. Moreover, the adjacent parking space is empty.

Mr. A explained the situation, saying, "It seems that a resident, angry about the inconsiderate parking, spat on the car," and "a note threatening 'If you spit on the car again, I will kill you' was attached to the front windshield." The note read, "Try spitting one more time. You'll die. If you are a [X] (a slang term for male genitalia), call me." Mr. A added, "I reported this to 112 (emergency number) and plan to check after work whether the vehicle is still parked there," and said, "It's frustrating enough that the parking is strange, but I wonder why this death threat hasn't led to an arrest."

Netizens who read the story responded with comments such as, "They shouldn't have done something to deserve being spat on," "Why park in the passageway when the adjacent spot is wide open?" "Judging by the handwriting, you can tell the person's character," "I might have spat on that parking myself," and "I want to tow it."

Meanwhile, incidents of illegally leaving cars in parking lot entrances, exits, and passageways, or parking across multiple spaces, thereby obstructing others' normal passage or parking, have been occurring repeatedly. However, there is no adequate legal solution to address this. According to a report titled "Current Status and Improvement Measures of Parking-Related Laws" by the National Assembly Legislative Research Office, "Apartment parking lots are not considered roads under the Road Traffic Act, making it difficult to impose fines or penalties for violations."

In response, on the 10th, Song Eon-seok, a member of the National Assembly from the People Power Party, announced that he had introduced a partial amendment bill to the "Automobile Management Act" that would allow towing and other measures for vehicles illegally left on others' land or parking lot entrances and exits, or parked across multiple parking spaces.

Assemblyman Song stated, "Damage caused to landowners or car owners using parking lots due to vehicles being illegally left on others' land or parking lot entrances and exits has been ongoing," and added, "If the amendment passes, it will establish a legal basis to take action against cars illegally left in parking lot entrances and exits or on others' private property, which is expected to resolve unnecessary social conflicts."
