He explained that when he asked the owner to move the car, the owner said, "I'll move it after I finish what I'm doing," or "I have to sleep," and then hung up. Mr. A said, "They kept calling to apologize, so I said, 'It's okay. Since you have to sleep, don't call,' and hung up." He added, "I don't know what will happen, but don't park without permission in someone else's house, and if you get a call, move your car immediately."

Recently, incidents have occurred where cars were left unattended without permission in entrances or exits of parking lots or parked across multiple parking spaces, obstructing normal passage or parking by others. Since there has been no proper legal solution for this, it has been pointed out as a social problem. In response, on the 10th, Song Eon-seok, a member of the People Power Party, officially proposed a partial amendment to the "Automobile Management Act" that would allow towing and other measures against vehicles left unattended without permission on others' land or parking lot entrances/exits or parked across multiple parking spaces. The current Automobile Management Act prohibits parking or stopping a vehicle in certain places for purposes other than driving or leaving it unattended on roads, and stipulates that local governments may take necessary measures if violated.


Additionally, under the Road Traffic Act, if a vehicle is parked or left unattended without permission on others' land that is not a road or parking lot under the Parking Lot Act, neither the police nor local governments can take action against the vehicle. If the landowner takes action arbitrarily, they may be punished for property damage, leading to increased abuse of this situation. Therefore, Representative Song Eon-seok proposed a partial amendment to the Automobile Management Act to add acts that obstruct others' parking or passage on others' land or parking lots to the prohibited acts of vehicle owners or possessors, aiming to resolve the recent issues of unauthorized vehicle abandonment and parking problems.
