Dobong-gu, Report on Malicious Complaints

Dobong-gu (Mayor Oh Eon-seok) has taken steps to create a safe working environment free from illegal acts such as verbal abuse and assault by civil petitioners.


The district announced that it has established the "Protection and Support Plan for Civil Petition Officers" and will launch a large-scale employee protection initiative. This plan includes sector-specific measures such as prevention and response strategies for malicious civil petitions and employee protection measures.


As a preventive measure, the district will implement ▲ a Memorandum of Understanding (MOU) between Dobong-gu and Dobong Police Station ▲ emergency drills for civil petition offices ▲ installation and operation of a full-call recording system for work phones ▲ health hazard prevention measures for civil petition response staff.


For response and protection measures, the district will carry out ▲ active intervention by managers in cases of special (malicious) civil petitions ▲ additional deployment of safety personnel (security guards) at community service centers ▲ expanded distribution of portable protective equipment within government buildings ▲ operation and management of safety facilities (CCTV, emergency bells).


Finally, as support and follow-up measures, the district will promote ▲ personnel grievance counseling and personnel/service management actions ▲ operation of psychological counseling support programs for employees ▲ medical expense support ▲ employee healing education.


The district plans to respond firmly to illegal acts by civil petitioners. When a civil petitioner commits an illegal act, the dedicated department will actively support the victimized public official’s complaint and systematically engage in investigation and trial procedures.


Oh Eon-seok, Mayor of Dobong-gu, said, “We will strengthen employee protection measures and improve working conditions so that civil petition officers can provide high-quality administrative services. Furthermore, we will do our best to promote preventive measures to ensure that malicious civil petitions no longer occur.”
