A Model Case of Maintenance Without Physical Conflict Through Principle-Based Communication Administration

Gwangjin-gu (District Mayor Kim Kyung-ho) removed all 12 street stalls around Guui Park on July 3-4.


Since the 8th term of the civilian administration began, the number of street stalls in Gwangjin-gu has significantly decreased. A total of 88 street stalls occupying various spots along the streets were reorganized. The previously cramped and dirty streets have become wider and the surroundings cleaner.


The street stalls in front of Guui Park have been lined with food carts for 30 years. This area, crowded with intoxicated people every night, has long been the subject of residents' complaints due to noise and odors. Various issues such as obstructing residents' passage and damaging the environment around the park have been continuously raised.


Since November last year, the district has conducted prior consultations with the street stall operators and guided voluntary reorganization. Through dozens of meetings including individual interviews and visits, consent was obtained from all 12 street stall operators.


The removal process took place over two days. The food carts were temporary structures located between the park retaining wall and street trees, making the demolition work challenging. Specialized personnel were deployed, and demolition equipment such as cranes and forklifts were mobilized to carry out the work safely. Starting with electrical disconnection, the dismantling of facilities, waste disposal, cleaning, and disinfection were smoothly completed.


This achievement follows the valuable results of reorganizing 19 street stalls around Gangbyeon Woosung Apartments last year and 18 street stalls around Gangbyeon Station in April.


Kim Kyung-ho, Mayor of Gwangjin-gu, said, “Communication is the foundation of administration. This street stall removal is a model case demonstrating the power of communicative administration that achieves results by steadily pursuing principles, even if slowly. We will continue to do our best to reorganize illegal street stalls in the area and create a safe and pleasant walking environment.”
