Business Agreement Signed with Six Institutions Including Busan Institute
Establishing an Innovative Data Sharing and Performance Management System
The alliance between Tongmyong University (President Jeon Ho-hwan) and Silla University (President Hur Namsik), which is pursuing the attraction of the Ministry of Education's 'Glocal University 30' project, recently signed a business agreement to establish a Busan-style data-based project performance management and sharing system.
The organizations that signed the agreement are Busan Research Institute, Busan Economic Promotion Agency, Busan Technopark, Busan Citizens' Coalition for Economic Justice, Busan YMCA, and Busan YWCA.
This agreement was promoted to establish a practical performance management system by preparing a data sharing system with regional innovation organizations that analyze trends in the economy, industry, and startups, including local community jobs, and establish policy implications and development plans.
To this end, the Tongmyong University and Silla University alliance will share data from the Busan Research Institute's Busan Economic Statistics Portal and the Busan Economic Promotion Agency's Startup Portal, based on the Busan Public Data Portal and the Big Data Platform. In connection with the Busan Technopark Big Data Innovation Center, they plan to analyze the ripple effects of the 'Glocal University 30' project on the local community and systematically manage performance.
In addition, to strengthen joint performance management with local governments, they will establish cooperation measures with the Busan RISE Center, which will be launched in the second half of this year, and reinforce the foundation for performance monitoring and sharing together with Busan Citizens' Coalition for Economic Justice, Busan YMCA, and Busan YWCA, the region's leading civic organizations.
The two universities plan to establish and operate an Integrated IR Performance Management Center within the alliance university's general headquarters.
The center will collect and manage not only university-level data but also Busan regional public data, University Alimi, and University Financial Alimi information disclosure data, and build an objective and systematic project performance evaluation system for data-based performance management.
Performance data will be collected and analyzed, and a self-evaluation report containing improvement and supplement measures will be prepared and shared quarterly. Based on the performance analysis report, the overall performance of the alliance university will be monitored in connection with local governments, and continuous growth strategies will be further developed together with the local community.
Jeon Ho-hwan, President of Tongmyong University, stated, "The Glocal University Project is a large-scale financial support project that enables co-growth with the local community, so thorough performance management is crucial. If the project is attracted, we will establish a citizen-sharing system, including civic organizations, by developing an Impact Factor that can properly analyze the ripple effects on the local community."
