According to state-run China Central Television (CCTV) on the 4th, President Xi said at the SCO summit held in Astana, Kazakhstan, "Facing the realistic threat of Cold War mentality, we must uphold the minimum line of security," adding, "We should adhere to and practice a security concept that is joint, comprehensive, cooperative, and sustainable, and respond to complex security challenges through dialogue and cooperation."

President Xi further emphasized, "We must respond to the seriously adjusted international structure with a win-win (共?) mindset and jointly build a world of lasting peace and universal security."

He stated, "Facing the realistic risk of 'small yard, high fence' (a U.S. policy blocking the inflow of advanced technology to China and others), we must safeguard the right to development," and added, "While upholding universal benefits and inclusiveness, we should jointly promote scientific and technological innovation, maintain the stability of industrial and supply chains, stimulate the endogenous momentum of regional economies, and lead the realization of common development goals."

President Xi said, "In the face of the realistic challenges of interference and division, we must consolidate united strength," raising his voice, "We should join hands to resist external interference, uphold mutual support, and care for each other's concerns."

He also added, "Prioritizing harmony, we should handle internal differences, gather common ground to resolve cooperation difficulties, and firmly hold the fate of each country and the peace and development of the region in our own hands."

Furthermore, President Xi said, "The world is currently experiencing changes not seen in a century, and human society stands once again at a crossroads of history," and CCTV reported that he stated, "It is very important for the SCO to stand on the right side of history, on the side of fairness and justice, for the world."

Founded in June 2001 by six countries?China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan?the SCO currently has nine full members, including the original members plus India, Pakistan, and Iran. This year’s SCO summit decided to accept Belarus as a new member.

Although the SCO was initially a relatively loose security cooperation system, as the confrontation between its core countries China and Russia and the Western camp, including the United States and NATO, has intensified, it is also being evaluated as a cooperation model comparable to NATO.
