Gumi Implements Nation's First Heat-Blocking Welfare... Support for Climate Crisis Vulnerable Groups

Hwangsang 3 Jugong Apartment Launches Heat Insulation Paint Project, Improving Temperature, Aesthetics, and Environment

Total Project Cost of 5.7 Billion KRW Invested in Cooperation with LH... Elevator Installation Also Underway

On the 3rd, Gumi City in North Gyeongsang Province held a resident briefing session for the "Hwangsang 3 Jugong Apartment Heat-Reflective Paint Project" at the auditorium on the 3rd floor of the Gumi Comprehensive Social Welfare Center, attended by over 60 people including provincial and city council members and local residents.

Gumi Implements Nation's First Heat-Blocking Welfare... Support for Climate Crisis Vulnerable Groups Gumi City held a residents' briefing session for the heat-reflective paint coating project at Hwangsang 3 Jugong Apartment.

This project was smoothly completed without a single accident thanks to the close cooperation between the Korea Housing Management Corporation, responsible for apartment management, and Gumi City, both working together with residents and the environment in mind.

It is also significant that Gumi City is the first to implement a heat-reflective paint project for a large apartment complex, and that residents directly participated in the design process from the planning stage, making decisions together.

The city secured a total project budget of 400 million KRW by being selected for the Ministry of Environment's "2024 Climate Crisis Vulnerable Groups and Areas Support" public offering project. Hwangsang 3 Jugong Apartment, where many elderly households vulnerable to climate change reside, was chosen as the project site, and eco-friendly heat-reflective paint was applied to the exterior walls and roofs of 10 buildings with 600 households.

The heat-reflective paint is a water-based, eco-friendly paint certified by the US Cool Roof and the Ministry of Environment. It reduces heating and cooling energy through insulation and heat-blocking effects, and container experiments have proven a 40% reduction in greenhouse gas emissions. It is expected to contribute to the sustainable urban development in response to climate change.

Mayor Kim Jangho said, "As heat waves and cold spells are occurring more frequently due to the acceleration of climate change, we promoted this project to minimize damage to vulnerable groups. We plan to continue expanding various resident convenience and safety facilities in the future."

Considering that most residents of Hwangsang 3 Jugong Apartment are vulnerable groups such as the elderly and people with disabilities who face difficulties in daily life, the city signed a business agreement with LH Daegu-Gyeongbuk Branch in 2022 and is currently promoting an elevator installation project.

A total project budget of 5.7 billion KRW (50% national, 50% LH) will be invested to install one elevator per building, totaling 10 elevators. After completing mechanical, equipment, electrical, and fire safety design services, construction is scheduled to begin early next year and is expected to be completed by the end of 2025.

Gumi City plans to support annual elevator operation costs of about 25 million KRW, including common electricity and regular inspection fees, and will prioritize residents' convenience while strengthening customized welfare support for vulnerable groups.
