Ulsan City to Focus on 'Ulbusim Lifestyle Project' to Increase Daily Life Satisfaction

15 Tasks in Three Key Areas: Livelihood Stability, Welfare, and Culture

Ulsan City is set to focus on a new pillar, "Citizen Life," in the latter half of the 8th popularly elected administration, aiming to enhance citizens' satisfaction and happiness in their daily lives.

On the 4th, the city announced that it has designated the "Ulbushim (Ulsan Pride) Life Plus Project," which boosts the pride of Ulsan residents, as a key policy for the second half of the 8th administration. The city will promote 15 projects across three major areas: Life Stability Plus, Life Welfare Plus, and Life Culture Plus.

During the first half of the 8th administration, Ulsan City concentrated on laying the groundwork to restore Ulsan as a "wealthy city" and a "youth city."

Achievements include: entering the era of 1 trillion won in general grants, attracting over 20 trillion won in investments, easing regulations on restricted development zones, designation as a national specialized industrial complex for secondary batteries, designation as a pilot site for urban convergence special zones, selection as a Glocal University 30, and confirmation of the construction of an urban railway (tram).

In the area of daily administration, the city has also promoted measures for convenience such as expanding the Ulsan-style agricultural and fisheries allowance, providing postpartum care subsidies, promoting free childcare for children, designating Dalbit Children's Hospital, opening the Ulsan Municipal Childcare Center in July, making Yeomposan Tunnel toll-free, and installing exclusive banner stands for political parties.

In the latter half, the city will add "Citizen Life" to the previously emphasized pillars of industry and culture, promoting the "Ulbushim (Ulsan Pride) Life Plus Project" with 15 projects across three areas to realize a prosperous dream city, Ulsan.

First, in the Life Stability Plus sector, which aims to enhance stability in citizens' daily lives, the city will fully expand the "OK Civil Complaint On-Site Service Day," which resolves citizens' everyday inconveniences, and broaden the "Ulsan Moa" online reservation platform that integrates information on public facilities and cultural events, starting next year.

Additionally, to address climate crises such as heatwaves and cold snaps, the city will install 40 shelter-type intelligent bus stops over the next two years, operate water-spraying vehicles to reduce fine dust in urban areas, and establish family-priority parking spaces in public parking lots.

In the Life Welfare Plus sector, which aims to enhance welfare in citizens' lives, the city will provide free city bus fares for elementary school children (starting September 2024) and seniors aged 75 and over (starting in the second half of 2025), and issue a Ulsan Child Culture Voucher Card worth 100,000 won per year for each elementary-aged child.

To address care gaps for two-year-old infants, the city will introduce a grandparent-grandchild care allowance, promote the "Traditional Market Love Ulsan Pay" program that refunds 5% of purchases made at traditional markets, and implement "Rest Day" programs for Korea's industrial workforce.

In the Life Culture Plus sector, the city will create a children's complex education and play space linked to the Carbon Neutral Science Center and transform the Ulsan Grand Park Children's Traffic Park into a sensory-rich, year-round picnic area.

Furthermore, the city will designate the last Wednesday of every month as Night Culture Visit Day, planning nighttime events with local cultural and artistic institutions, and will operate Velo Taxis at Taehwagang National Garden and Ulsan Grand Park, as well as shuttle buses at Munsu Football Stadium.

A total of 45.4 billion won will be invested over three years in the 15 tasks across the three major areas of the Ulbushim Life Plus Project announced this time.

Ulsan City plans to gradually implement these measures starting in the second half of this year, following consultations with the Ministry of Health and Welfare on the establishment of new social security systems and the enactment or revision of related ordinances.

Mayor Kim Doo-gyeom stated, "In the second half of the 8th administration, I will ensure that the three pillars of 'industry,' 'culture,' and 'citizen life' work together seamlessly like gears," adding, "Ulbushim Life Plus, linked to citizen life, will increase satisfaction and happiness for Ulsan residents and further boost their pride in being from Ulsan."
