Announcement of Jeong Jin-seok as Chief of Staff at the Presidential Office

President Yoon Suk-yeol on the 4th nominated Kim Byung-hwan, First Vice Minister of the Ministry of Economy and Finance, as the candidate for Financial Services Commission Chairman; Kim Wan-seop, former Second Vice Minister of the Ministry of Economy and Finance, as the candidate for Minister of Environment; and Lee Jin-sook, former President of Daejeon MBC, as the candidate for Chairperson of the Korea Communications Commission.
Jung Jin-seok, Chief Secretary of the Presidential Office, announced these appointments during a briefing at the Yongsan Presidential Office on the same day. Candidate Kim Byung-hwan was born in 1971 and graduated from Seoul National University with a degree in Economics. He began his public service career by passing the 37th Administrative Examination and worked at the former Ministry of Finance and Economy in departments such as the Financial Policy Office’s Securities Affairs Division and Securities System Division. At the Ministry of Economy and Finance, he served as Director of the Capital Market Division, Director of the Economic Analysis Division, and Director General of the Economic Policy Bureau. Upon the current administration’s inauguration, he was appointed as the Economic and Financial Secretary to the President, and after being appointed as the First Vice Minister of the Ministry of Economy and Finance in August last year, he is moving to the ministerial-level position of Financial Services Commission Chairman just 10 months later.
Chief Secretary Jung said, "Candidate Kim is a seasoned bureaucrat well-versed in financial policy and macroeconomics," adding, "He possesses a comprehensive perspective on the economy and crisis response capabilities, and based on his outstanding insight into finance and macroeconomics, he is the right person to effectively carry out policies aimed at stabilizing the financial market."

Kim Wan-seop, nominated as Minister of Environment, graduated from Korea University with a degree in Business Administration. He entered public service by passing the 36th Administrative Examination and served at the Ministry of Economy and Finance as Director of Fiscal Performance Review, Secretary to the Deputy Prime Minister, Director of Social Budget Review, Director of Budget General Review, and Budget Office Chief. He was also dispatched to President Yoon’s Presidential Transition Committee’s Planning and Coordination Division. Chief Secretary Jung stated, "Candidate Kim is a seasoned administrator in budget and policy fields with a deep understanding of the government’s philosophy," and added, "Considering the growing impact of environmental issues such as climate change on the economy, he will implement balanced policies with a broad perspective."
Lee Jin-sook, the candidate for Chairperson of the Korea Communications Commission, is a former journalist who joined MBC in 1987 and served as International News Director, Washington Correspondent, News Headquarters Director, and President of Daejeon MBC. Last year, she was recommended as a standing commissioner of the Korea Communications Commission representing the People Power Party, but her appointment was blocked due to opposition from the Democratic Party, preventing a parliamentary vote. Chief Secretary Jung described Lee as "recognized for her abilities as a journalist, including being the first female war correspondent during the Iraq War, and possessing balanced management and communication skills in leadership," adding, "Based on her experience and drive, she is the right person to normalize the operation of the Korea Communications Commission, secure media fairness and public interest, and restore public trust in broadcasting."
In her remarks upon nomination, Lee said, "I hope the Democratic Party will promptly recommend their commissioners so that the Korea Communications Commission can form a full panel of five standing commissioners," and added, "If the Democratic Party recommends the remaining two members, the five-member commission will be formed soon."
On the same day, President Yoon appointed Yeon Won-jeong, Secretary for Personnel Systems at the Presidential Office, as the new head of the Ministry of Personnel Management; Kim Beom-seok, Economic and Financial Secretary at the Presidential Office, as First Vice Minister of the Ministry of Economy and Finance; and Park Beom-su, Secretary for Agriculture, Fisheries and Food at the Presidential Office, as Vice Minister of the Ministry of Agriculture, Food and Rural Affairs. Three secretaries from the Presidential Office moved simultaneously to vice minister positions in government ministries.
Additionally, Kwon Jae-han, Director of Agricultural Innovation Policy at the Ministry of Agriculture, Food and Rural Affairs, was appointed as Administrator of the Rural Development Administration; Lim Sang-seop, Deputy Administrator of the Korea Forest Service, as Administrator of the Korea Forest Service; and Kim Jae-hong, Professor of Korean History at Kookmin University, as Director of the National Museum of Korea under the Ministry of Culture, Sports and Tourism.
