Implementation of Dedicated Parking Lots and Safety Campaigns

Hwaseong City in Gyeonggi-do announced on the 4th that it will undertake a large-scale overhaul to address issues related to personal mobility devices (PM) such as electric bicycles and electric kickboards, including illegal parking, obstruction of pedestrians, safety accidents, and damage to street aesthetics. This comes ahead of the crackdown on illegally parked PMs that the city will begin at the end of August.

Earlier, the city allocated a budget of 750 million KRW to resolve PM parking issues and has been expanding dedicated parking lots, including parking racks and parking lines, since April. The city has posted informational notices to promote a safe PM usage culture on its official social media channels, at the civil service office, and on apartment complex bulletin boards. Additionally, starting in September, it plans to conduct on-site PM education targeting middle and high schools within the jurisdiction as part of a large-scale safety campaign.


This month, a public-private PM meeting will be held to encourage private companies to comply with relevant laws and usage guidelines.


The city will begin full-scale enforcement at the end of August. Starting with the Dongtan area, where about 6,000 PMs from private companies are concentrated, the enforcement zones will gradually expand throughout the city. To this end, the city will hire PM monitoring officers who will issue warning notices for PMs left outside designated parking areas and, if unresolved, will tow the PMs and charge towing fees.


Jung Myung-geun, mayor of Hwaseong City, stated, "Establishing a proper PM culture is essential to ensuring pedestrian safety," and added, "We ask citizens to participate with a mature civic consciousness to create a safe walking environment."
