The 6th complex among the Mokdong new town reconstruction apartment complexes has been designated as a maintenance zone for the first time. As the first maintenance zone emerges among the 14 complexes, expectations for the Mokdong reconstruction project are expected to rise further. The 6th complex, which passed the detailed safety inspection in 2020, is set to accelerate the reconstruction project by taking the first step in four years and establishing a union next year.
Mokdong 6th Complex Reborn with up to 49 Floors and 2,173 Households
The Seoul Metropolitan Government announced on the 4th that it held the 6th Urban Planning Committee Subcommittee and approved the amendment of the “Mokdong 6th Complex Apartment Reconstruction Maintenance Plan Establishment, Maintenance Zone Designation, and Landscape Review (Draft)” in Yangcheon-gu.
According to the maintenance plan, Mokdong 6th Complex will be reconstructed into 15 buildings with up to 49 floors and 2,173 households (including 273 public housing units). Through a social mix that combines rental and sale housing, the number of households increased by 53 from the original plan (2,120 households). The number of sale units by area is ▲59㎡ exclusive use 265 units ▲84㎡ 789 units ▲100㎡ 324 units ▲134㎡ 140 units ▲146㎡ 52 units ▲165㎡ 9 units. Rental housing is planned as 218 units of 59㎡ exclusive use and 55 units of 84㎡. A floor area ratio of 299% is applied. The width of the roads on the north and west sides of the site, used as bicycle and pedestrian paths, will be widened by 5m and 4m respectively. Two landscape green spaces will also be connected on the east and south sides of the site. A three-dimensional pedestrian overpass will be constructed over Gukhoe-daero to connect with Mokdong Sports Complex and the detention basin. An elevator will be installed to facilitate convenient access to Anyangcheon.
Mokdong 6th Complex is an apartment complex completed in 1986, consisting of 15 buildings and 1,362 households. The Mokdong 6th Complex Reconstruction Promotion Preparation Committee was formed in 2018 to promote the maintenance project. After passing the detailed safety inspection in June 2020, it became the fastest-moving reconstruction complex among Mokdong reconstruction sites. In November 2022, the city included it in the Rapid Integrated Planning to support the project's feasibility, public interest, and accelerate the project.
This complex is adjacent to Gyeongin Elementary School and surrounded by schools such as Yangjeong Middle and High School, Wolchon Middle School, and Hangaram High School. It is located in an area where Anyangcheon, Gukhoe-daero, and Seobu Expressway intersect.
Union Establishment and Contractor Selection Scheduled for Next Year
The Mokdong 6th Complex Promotion Preparation Committee has stepped up efforts to accelerate the maintenance project following the designation of the maintenance zone. The nearest goal is to establish the union early next year. To this end, they plan to utilize the direct union establishment system. Typically, when proceeding with redevelopment or reconstruction projects, a promotion committee is formed after the maintenance zone designation, followed by approval for union establishment. However, by using this system, the union can be established directly without forming a promotion committee. Hwang Hee-jung, chairman of the Mokdong 6th Complex Reconstruction Promotion Preparation Committee, explained, "We have completed a survey obtaining 81% consent for direct union establishment and plan to submit it to Yangcheon-gu. Yangcheon-gu will select a professional maintenance project company, appoint one of the experts as the chairman of the resident council, and elect one of the owners as the vice chairman."
Once the union is established, contractor selection will begin. Mokdong, along with Daechi-dong and Junggye-dong, is one of Seoul’s top three school districts, with over 600 academies attracting high demand. Also, with a low floor area ratio of 116-159% and a large complex of over 26,000 households, major construction companies are highly interested in bidding. The Mokdong 6th Complex Promotion Preparation Committee aims to receive management disposition approval between 2027 and 2028 after contractor selection, project implementation approval, and general sales procedures. After management disposition approval, relocation, demolition, and apartment construction will commence.
Prices Rise Ahead of Maintenance Zone Designation
Expectations for the maintenance zone designation have led to rising prices in the Mokdong reconstruction target areas. A 20th-floor unit of 47㎡ exclusive use in Mokdong 6th Complex is listed at 1.41 billion KRW. The initial listing price was 1.39 billion KRW but increased by 20 million KRW on the 2nd. Similarly, an 11th-floor unit of 47㎡ exclusive use is also listed at 1.41 billion KRW, 20 million KRW higher than the initial listing price.
An official from H Real Estate near the 6th Complex said, "As the maintenance zone designation approaches, demand for small-sized units has increased, and prices have risen." However, actual transaction prices remain similar to the second half of last year, with 4th and 12th-floor units of the same size sold last month for 1.33 billion KRW and 1.3 billion KRW, respectively.
With the designation of the maintenance zone for Mokdong 6th Complex, the pace of projects in other Mokdong reconstruction complexes is also expected to accelerate. Han Byung-yong, director of the Seoul Housing Office, said, "Mokdong 6th Complex, the first among the 14 Mokdong complexes to pursue reconstruction, is a leading case of the Mokdong New Town Rapid Integrated Planning. Since the other complexes in Mokdong are actively proceeding with rapid integrated planning (consultation projects), this reconstruction of Mokdong 6th Complex is expected to give momentum to other complexes and greatly improve the overall residential environment of the Mokdong district." Mokdong 6th Complex was designated as a maintenance zone through the rapid integrated planning method, while the remaining 13 complexes are preparing maintenance projects through rapid integrated consultation. The consultation method involves preparing the project with Seoul city’s advice from before the plan is initiated, which has the advantage of faster permit processing.
