The Leap of National Mokpo University Soaring Globally by Innovating the Region
On the 2nd at 11 a.m., Mokpo National University (President Song Ha-cheol) successfully held the launch ceremony of the Glocal University Jisan-Hak-Yeon Cooperation Governance and the Jeonnam Global Innovation Forum inauguration ceremony, co-hosted with Jeollanam-do, at the Mokpo National University 70th Anniversary Hall.
According to Mokpo National University on the 3rd, a total of about 500 people participated in the launch ceremony, including Jeollanam-do (Governor Kim Young-rok), 15 local governments and councils, 7 members of the National Assembly, 15 universities, about 100 industries, 30 public institutions, 20 global companies, 5 civic groups, faculty, and enrolled students, creating a huge turnout. Mokpo National University declared its vision for the Glocal University and established an open cooperative system encompassing regional universities, local governments, and industries throughout Jeollanam-do through the Jeonnam Global Innovation Forum inauguration ceremony.
President Song Ha-cheol of Mokpo National University declared the vision of becoming a global leading university in the green marine industry leading the world and region, a hub national university driving the coexistence of regional universities and a healthy higher education ecosystem, and a university at the center of youth culture, arts, and entrepreneurship overcoming the crisis of regional extinction, marking the grand launch ceremony.

Next, Cha Joo-hwan, Director of Planning at Mokpo National University, explained the Jeonnam Global Innovation Forum and the Glocal University Innovation Committee. The Jeonnam Global Innovation Forum aims to discover regional and global cooperation project demands, lead policy direction establishment, and share and spread innovation achievements. The approximately 200 organizations participating in the forum, including local governments, councils, members of the National Assembly, universities, industries, public institutions, global companies, and civic groups, perform their roles for regional development according to the policy planning, regional innovation, and global cooperation Working Groups.
The composition and operation plan of the Jeonnam Global Innovation Forum and the Glocal University Innovation Committee were confirmed with thunderous applause from forum members. Kim Young-rok, Governor of Jeollanam-do, and Song Ha-cheol, President of Mokpo National University, who were appointed as co-chairs of the forum, expressed their aspirations to solve regional problems in front of representatives from various sectors of the region.
In particular, Governor Kim Young-rok said, “Today’s inauguration ceremony of the Jeonnam Global Innovation Forum at Mokpo National University is the first step in establishing an open governance promotion system where Jeonnam’s local governments, regional universities, and industries build a joint partnership,” expressing strong expectations for the Jeonnam Global Innovation Forum to serve as a platform where everyone gathers to discuss and solve regional issues for innovative leaps forward.
Furthermore, he pledged through a slogan chant that “Jeollanam-do will fully support and strengthen the cooperative system to enable sustainable regional development by discovering and promoting joint projects with Mokpo National University,” committing to the official designation of Mokpo National University as a Glocal University.
President Song Ha-cheol of Mokpo National University promised in front of the Jeonnam Global Innovation Forum advisors and committee members, “As co-chair of the forum, I will do my best to establish the Jeonnam Global Innovation Forum as a practical regional innovation platform that holds regular biannual meetings and ad hoc meetings when issues arise, proposing policies and cooperation plans, playing a pivotal role in regional development.” He pledged to lead regional innovation and overcome regional crises through joint execution of regional development tasks.

Congratulatory speeches from representatives of various sectors followed to celebrate the composition of the forum and the appointment of co-chairs. First, Park Hong-ryul, Mayor of Mokpo City and forum member, gave a congratulatory speech representing local governments. Then, Kim Hwa-jin, Chairman of the People Power Party Jeonnam Provincial Committee and forum advisor, representing regional politics, and Jung Hyun-taek, Chairman of the Mokpo Chamber of Commerce and Industry, representing the regional economy, delivered congratulatory remarks.
Following were congratulatory speeches by Han Won-hee, President of Mokpo National Maritime University; Shin Hyun-dae, President of HD Hyundai Samho; and Hong Ki-yong, Director of the Ship and Offshore Plant Research Institute affiliated with the Korea Institute of Ocean Science and Technology (read by Director Kang Hee-jin). Videos of congratulatory messages from Kim Won-i, Mokpo City National Assembly member, Seo Mi-hwa, proportional representative of the Democratic Party, and Kim Dae-jung, Jeollanam-do Superintendent of Education, who could not attend due to parliamentary and other schedules, further heightened the atmosphere with expectations for the forum’s future leadership of the region and hopes for Mokpo National University’s selection as a Glocal University.
Following the signing ceremony of commitment letters by members who agreed to participate in the Jeonnam Global Innovation Forum, a signing ceremony for a cooperation agreement between Jeollanam-do and Mokpo National University for the promotion of the Glocal University and mutual growth was held.
They agreed to seek ways for continuous mutual development between the university and the region, including building a global green marine industry Jisan-Hak-Yeon cooperation model at Mokpo National University and financial and administrative support for the integration of Jeonnam Provincial University, strengthening the relationship between Jeollanam-do and Mokpo National University.
With hopes for the official designation of Mokpo National University as a Glocal University and congratulations on the inauguration of the Global Innovation Forum, all forum members went on stage to perform, brilliantly concluding the governance launch ceremony and the Jeonnam Global Innovation Forum inauguration ceremony.
Mokpo National University was provisionally designated as a Glocal University last April and is building a strong cooperative system with regional universities, local governments, industries, and research institutions to strengthen university specialization fields. It is mobilizing all resources of the university, region, industries, and related institutions to achieve official designation as a Glocal University in August.
