Incheon Military Bases and Training Grounds Relocation Project Begins in Earnest... Public Recruitment of Private Companies

A project to consolidate and relocate six military bases and reserve forces training centers in downtown Incheon into two locations is set to be actively pursued. On the 3rd, Incheon City announced that it will invite private sector participants within a Special Purpose Corporation (SPC) to carry out the military base relocation project, in collaboration with Incheon Urban Corporation.


Eligibility for participation in the bid requires a consortium composed of two or more corporations, including a construction business operator and a financial investor. Detailed information will be disclosed at a project briefing session on the 10th, followed by the receipt of project participation plans on October 10.


The city plans to relocate and consolidate the 3rd Supply Corps and the 507th Brigade in Sangok-dong, Bupyeong-gu; the Juan Reserve Forces Training Center in Gwankyo-dong, Michuhol-gu; the Namdong-gu Reserve Forces Training Center in Gongchon-dong, Seo-gu; and the Bucheon Reserve Forces Training Center in Siheung-si, Gyeonggi Province, to the 17th Division area in Bugae and Ilsin-dong, Bupyeong-gu. Additionally, the Gimpo Reserve Forces Training Center in Bullo-dong, Seo-gu, will be integrated and relocated to the Gyeyang-dong Won Reserve Forces Training Center.

After the military bases vacate, the former sites covering approximately 1.1 million square meters will undergo urban development projects including the creation of parks and sports facilities by 2029.


Specifically, the 840,000 square meters of land occupied by the 3rd Supply Corps and the 507th Brigade will be developed into a park and green space-centered urban area, along with the opening of Jangogae Road. The 120,000 square meters of the Juan Reserve Forces Training Center site will be converted into a neighborhood park, and the 107,000 square meters of the Namdong-gu Reserve Forces Training Center site will be developed into sports facilities. The 126,000 square meters of the Bucheon Reserve Forces Training Center site will be preserved in its original state, while urban development will be pursued on the 12,000 square meters of the Gimpo Reserve Forces Training Center site.


Previously, the Ministry of National Defense designated Incheon City as the project implementer in June last year, and Incheon City and Incheon Urban Corporation decided on a public-private joint development approach. The private participants selected through the bid will establish a Special Purpose Corporation together with Incheon Urban Corporation to carry out the military base relocation project and the urban development of the former sites.


An official from Incheon City stated, "By successfully advancing the military base relocation project, we will fully open Jangogae Road connecting Seo-gu, Bupyeong-gu, and Bucheon City, create a key park comparable to Songdo Central Park and Seoul Forest, and establish an ecological and green network extending from the 3rd Supply Corps to Camp Market, Bupyeong Park, and Gulpocheon."
