Incheon City Hall Construction to Start in March Next Year... 54% Progress Rate 'Luwon Complex Office Building' to be Completed in May Next Year

Integrated Veterans Hall Targeted for Completion in 2026

Incheon City announced on the 2nd that the construction projects of three public buildings, including the new city hall, Luwon Complex Building, and Integrated Veterans Hall, are progressing smoothly.


According to the city, the new Incheon City Hall will be built on the site of the existing city hall playground in Guwol-dong, Namdong-gu, with four basement floors, 15 above-ground floors, and a total floor area of 80,000㎡. Construction is scheduled to begin in March next year and be completed by December 2027. The building permit process is currently underway, and the total project cost is 284.8 billion KRW.


The current city hall, completed in 1985, faces limitations in meeting administrative demands due to population growth and administrative district expansion. Additionally, there is a shortage of office space for employees, leading to the rental of nearby offices and dispersed workspaces, which causes significant inconvenience to citizens.

The Luwon Complex Building is being constructed in Seo-gu’s Luwon City with a budget of 168.1 billion KRW. It will have two basement floors, 13 above-ground floors, and a total floor area of 47,000㎡. Currently, the construction progress rate is 54%. Upon completion in May next year, it will house the Incheon Urban Corporation, Incheon Environmental Corporation, Incheon Facilities Corporation, Michuhol Call Center, Western Waterworks Office, and Child Welfare Center, all affiliated with the city.


The Incheon Integrated Veterans Hall is currently undergoing a basic and detailed design service bidding process. The detailed design service is expected to be completed by the first half of next year, with construction scheduled to be completed in June 2026 in Ganseok-dong, Namdong-gu.


The Integrated Veterans Hall, with a construction cost of 26.3 billion KRW, will have one basement floor, four above-ground floors, and a total floor area of 4,000㎡. It will accommodate more than ten veterans organizations scattered throughout the city.


The Incheon Aeteul Public Parking Lot in front of Incheon City Hall began construction in October last year and is scheduled for completion by the end of next year. The parking lot is being built with a budget of 35.9 billion KRW, featuring three basement floors and a capacity of 635 parking spaces. Once completed, it is expected to alleviate the chronic parking shortage at the city hall and Guwol business district.


Yoo Yong-su, Director of the Administrative Bureau of Incheon City, said, "We expect that the new public facilities will improve the efficiency of public services and accessibility for citizens."
