Ulsan Mayor Kim Dookyum Reviews Major Investment Projects on 2nd Anniversary of Inauguration

Ulsan Mayor Kim Dukyum will review the progress of large-scale investment projects as he marks the second anniversary of his inauguration as the 8th popularly elected mayor.


On July 2, Mayor Kim will visit the construction site of Samsung SDI's "New Cathode Material Plant" to check the progress of the construction project and request cooperation to attract new investment projects to Ulsan.


The "New Cathode Material Plant Construction Project" involves building a new battery production plant, which began construction in February 2024 and is currently at 8% completion.


Previously, in January, Ulsan City and Samsung SDI signed an investment agreement for the "High-Tech Valley Industrial Complex (Section 3) Development and New Battery Plant Construction Project," worth 1.6 trillion won.


On July 3, Mayor Kim Dukyum will visit the S-OIL "Shaheen Project" construction site and the Onsan Plant.


Mayor Kim will listen to updates on the progress of the Shaheen Project from officials at S-OIL and Hyundai Engineering & Construction, and will request the participation of local companies to revitalize the construction industry.


He will then move to the cafeteria at the S-OIL Onsan Plant to have a meal and communicate with S-OIL executives and young employees.


The Shaheen Project is the largest single-scale investment project in Korea, with a total project cost of 9.258 trillion won. The project involves more than 600 permits and approvals related to construction, fire safety, and hazardous materials, and at its peak, up to 17,000 workers are involved daily.


Currently, four cracking heaters, large structures with the world's largest single-plant production capacity, have been installed at the construction site, and the project is progressing smoothly with pile work and other preparations for full-scale plant construction, reaching 29.9% completion.


Mayor Kim Dukyum stated, "The city is fully committed to taking responsibility for the projects invested in Ulsan by mobilizing various policy tools," and added, "The goal of our pro-business policies is not only the success of companies but also the well-being of their members."


Ulsan City is actively providing administrative support for successful project implementation by dispatching dedicated public officials directly to project sites to assist with various permits and approvals.


Thanks to such administrative support, Samsung SDI was able to complete the expropriation of unclaimed private land within the project site, which it had been working to acquire for over 40 years, in just four months by November 2023. Additionally, the approval process for changes to the industrial complex development plan, which typically takes more than three years, was shortened to nine months.


In May this year, Samsung SDI began construction on Section 3 of the High-Tech Valley (H.T.V.) Industrial Complex, aiming for completion in December 2025. Upon completion, infrastructure such as parks and roads worth 70 billion won will be donated to Ulsan City.


Furthermore, through Ulsan City's proactive efforts to resolve difficulties in promoting the Shaheen Project, achievements include securing a large-scale yard for material storage, applying exceptions for separate fire protection contracts, resolving issues with securing industrial water, and even proposing regulatory improvements to the government for parking lots and storage yards that required legal amendments, resulting in legislative changes.
