Active Public Officials Involved in Crime
Entertainment establishment workers and printing shop owners who distributed illegal flyers in the Gangnam-gu area of Seoul have been collectively referred to the prosecution.
The Seoul Metropolitan Police Agency's Vice Crime Investigation Team announced on the 2nd that they have sent 26 individuals, including 12 entertainment establishment workers who distributed illegal flyers and owners who arranged obscene acts at these establishments, to the prosecution on charges of violating the Act on the Regulation of the Operation of Entertainment Establishments and other offenses.
Among them, five individuals were caught in circumstances involving the sexual assault of women and illegal filming; three of them were sent to the prosecution in custody on charges of special sexual assault.
Additionally, three printing shop owners involved in producing the flyers were sent to the prosecution without detention on charges of violating the Outdoor Advertising Act.

The group is accused of riding motorcycles during evening hours from January last year to June this year, distributing large quantities of flyers around the dining alleys near Gangnam Station and nearby school areas. The flyers contained provocative promotional phrases about a new type of entertainment establishment called 'Shirts Room.'
Police investigations revealed that among those distributing the illegal flyers was a current local government level 9 public official. Mr. A (32), a level 9 public official, acted as the sales manager of the entertainment establishment and contributed to the illegal flyer distribution.
Furthermore, police detected evidence that, in addition to a printing shop in Daegu caught in May, two other printing shops in Seoul and Busan were also involved in the crime.
Earlier, since a planned crackdown in May, police have been expanding their investigation after arresting one entertainment establishment owner, four employees, and one printing shop owner.
During the investigation, videos were also captured showing five entertainment establishment workers consecutively sexually assaulting women in May of this year. They were sent to the Seoul Central District Prosecutors' Office on the 18th of last month.
The police stated, "This investigation was a comprehensive crackdown on illegal flyer distributors, printing shops, and entertainment bars," and added, "It is significant that we have restrained the competitive distribution of flyers aimed at attracting many customers to easily make money."
