North Korea Continues Plenary Meeting... Will Follow-up Measures on the 'North Korea-Russia Treaty' Emerge?

Second Half Task and Route Determination Plenary Meeting
Measures Expected Following North Korea-Russia Summit
Will North Korea Also Change Its South Korea and U.S. Strategies?

North Korea is continuing the Workers' Party plenary meeting to review the tasks of the first half of the year and finalize plans for the second half. Considering that such meetings typically last about three days, it is expected that Chairman Kim Jong Un's speech and new resolutions will be released around the 2nd or 3rd. Attention is also focused on whether follow-up measures will emerge in accordance with the newly signed "Comprehensive Strategic Partnership" agreement between North Korea and Russia.

According to the Korean Central News Agency on the 1st, the third day of the expanded meeting of the 10th plenary session of the 8th Central Committee of the Party was held the previous day.

The agency explained, "Consultative meetings of various sectoral subcommittees were held to establish meticulous and executable countermeasures to successfully conclude the 2024 struggle tasks, which hold significant importance in realizing the Party Congress program." The subcommittee consultations are led by members of the Party Central Committee Political Bureau and key leaders from each sector. The agency also reported, "Participants conducted intensive studies on draft resolutions to be presented at the plenary meeting," adding, "They are deepening discussions while seriously exploring ways to carry out the tasks assigned to their sectors and units for the second half of the year."

This plenary meeting began on the 28th of last month. Specific agenda items or discussion details have not yet been disclosed. No photos of the sectoral consultations were attached in the North Korean media reports on this day. On the first day of the meeting, five agenda items were set and discussions began. On the second day, reports and discussions were held, and Chairman Kim Jong Un delivered a speech.

North Korean plenary meetings usually last about three days. If the fourth day of the meeting is proceeding as scheduled, it is anticipated that the results of the meeting, including Chairman Kim Jong Un's speech and resolutions, will be made public as early as the 2nd or 3rd.

Since the specific policy for the second half of the year is expected to be decided at this meeting, it will be important to watch for any changes arising from the new treaty. Follow-up measures for North Korea-Russia military cooperation or strategies toward South Korea and the United States are likely to be included.
