Introduction of Rapid Building Permit and Efficient Management Measures
Expectations for Resolving Business Inconveniences and Revitalizing the Economy
Ulsan City is taking proactive steps to improve administrative procedures to address the inconveniences that frequently occur in the building permit process at large-scale corporate factories.
This initiative follows a suggestion made by companies during the Corporate Field Support Task Force (TF) meeting held last May, where companies requested that when multiple construction activities are carried out simultaneously within a large factory site, they be allowed to apply for building permits individually.
Currently, even if a factory site consists of multiple plots, it is legally recognized as a single land parcel.
As a result, only one building permit can be issued at a time, and no subsequent building permit applications can be submitted until the previous permit process is completed.
For example, in the case of a large-scale factory, construction activities for multiple buildings such as A, B, C, and D wings occur frequently. If the building permit for A wing is in progress, the permit for B wing can only be submitted after A wing's permit is completed. The same applies to C and D wings, inevitably causing project delays.
The situation is similar for the completion of buildings.
If the construction of A and B wings is completed a few days apart, the occupancy approval for the wing completed first must be processed before the next wing can be submitted. Alternatively, both wings must be completed and submitted together.
Furthermore, if there are pending applications for permits or changes in stakeholders, the use inspection for each completed wing cannot be submitted separately.
After reviewing these issues, the city has determined that improvements are necessary and is actively pursuing both legal amendments and immediately implementable administrative support measures to alleviate the difficulties faced by companies.
The city has held multiple discussions with personnel directly responsible for corporate operations, building permit department officials from each district, and local architects.
As a result, the city has analyzed the large-scale factory permit process, which has previously been handled differently by each district and official, and has established the most efficient and practical administrative support measures within the framework of the law, which will be fully implemented starting from the 1st.
Previously, if an additional urgent building permit was needed while a factory building permit application was in progress, companies had to either wait until the current application was processed or withdraw the ongoing application and reapply.
From now on, if additional changes arise while an application is already submitted or in progress, the process can be merged and handled together, and building permits can be issued quickly after minimal necessary departmental consultations, according to the company's needs.
However, a legal amendment is required to fully resolve the companies' requests. Therefore, the city plans to visit central government agencies with companies to explain the current situation and necessity, and will actively propose amendments to the "Building Act," including adding a special provision for individual permits to Article 17 of the "Special Act on Deregulation of Corporate Activities."
A Ulsan City official stated, "If the law is amended in the future, it is expected to greatly contribute to revitalizing the local economy by encouraging reinvestment through cost reduction for companies," adding, "We will continue to listen to voices from the corporate field and do our utmost to provide more efficient administrative services through proactive administration."
