Gangnam-gu, Seoul (Mayor Jo Seong-myeong) announced that it will establish and operate the ‘Taxpayer Protection Team’ and the ‘Corporate Investigation Team’ starting from the 1st of this month to prevent tax leakage.


The number of corporations in Gangnam-gu exceeds 87,000, and due to frequent corporate relocations, suspensions, and closures, post-management of more than 2,000 asset acquisition cases annually is necessary. Additionally, during this process, companies have attempted tax evasion such as tax fraud and have appointed large law firms to proceed with administrative appeals and lawsuits, making it difficult for local governments to perform their original duties while responding to various litigation cases.


Accordingly, the district has established a dedicated team for the first time among Seoul’s autonomous districts to thoroughly manage real estate acquired by corporations, discover omitted tax sources, and promptly respond to appeals and lawsuits from large law firms.


The ‘Taxpayer Protection Team’ will systematically respond by unifying case studies and analysis of lawsuits, legal interpretation, court appearances, and media responses. The ‘Corporate Investigation Team’ will manage post-audits and conduct direct investigations on corporate surtaxation and tax-exempt or reduced properties to ensure no tax sources are omitted.


Meanwhile, over the past three years, Gangnam-gu has handled an average of 95 administrative appeals and 67 administrative lawsuits annually. Currently, there are 97 ongoing administrative appeal requests and 76 administrative lawsuits (excluding objections and pre-assessment reviews) being processed by the tax department.


Mayor Jo Seong-myeong said, “At the end of last year, Gangnam-gu’s tax revenue collection amounted to 5.14 million cases and 4.3206 trillion won, accounting for 15.4% of Seoul’s tax revenue. Therefore, we established the dedicated team to ensure fair and lawful taxation,” adding, “We will actively discover omitted tax sources and strongly respond to tax-related lawsuits involving tax evasion, thereby expanding the district’s finances and fostering a tax culture where sincere taxpayers are socially respected.”
