Seoul City Transportation Office Director Increases from 1 to 2... Will a New Card Be Created?

Under Director Yoon Jong-jang, the traffic planning department had only one director, Yoon Bo-young, but this personnel change draws attention as it establishes a two-director system with Kim Hee-gap as Traffic Planning Director and Kang Pil-young as Traffic Operations Director.

The Transportation Office, which oversees Seoul's urban transportation policies, is drawing attention as it strengthens its team with the addition of a director-level executive, potentially discovering new opportunities.


Through the personnel changes in the second half of the year, Seoul City appointed Director Kim Hee-gap (58, former Head of Disaster Safety Policy Division) as Acting Director of Transportation Planning, and Director Kang Pil-young (56) as Director of Transportation Operations.


As a result, Yoon Bo-young (56), a former Transportation Planning Director who entered through the Grade 7 public service exam and was appointed on January 1 this year, has been reassigned as Deputy Mayor of Gangbuk-gu.


Initially, Seoul City received a request to send Director Yoon, who was handling issues related to the Gangbuk Line light rail in Gangbuk-gu, to serve as Deputy Mayor there, but they refused, saying, "How can we send someone who has only been in the position for six months?" Eventually, they complied.


Consequently, the successor is Director Kim Hee-gap, who entered Seoul City through the Grade 7 public service exam, worked in Seongdong-gu, and started his public service career in Seoul City at the Transportation Planning Division under the Transportation Office (headed by Director Je Zaryong).


It appears likely that Director Kim will begin and end his Seoul City public service career within the Transportation Office.


Also, Kang Pil-young, a skilled official who passed the 37th Administrative Examination and previously served as Head of the Transportation Guidance Division, will take charge as Director of Transportation Operations, overseeing roles such as transportation logistics, operations, and guidance.


With the expansion from a single director system to a two-director system, expectations for Director Yoon Jong-jang (Grade 1, 55) are expected to rise significantly.


Attention is focused on whether they can create another card besides the 'Climate Companion Card,' which Mayor Oh Se-hoon proudly promotes with one million subscribers, and the unmanned autonomous bus.


A Seoul City official stated, "The Seoul Transportation Office is an organization that introduces policies closely related to citizens' lives, so we will watch to see if they can develop cutting-edge transportation alternatives ahead of the curve."
