Comprehensive Reflection of Leadership, Policy Judgment, and Expertise
Jeonnam Province announced on the 28th that it will implement personnel transfers for department heads, deputy heads, deputy directors, and section chiefs effective July 1.
This personnel reshuffle is due to organizational restructuring, retirement for meritorious service, promotions to grades 3 and 4, and transfers of deputy heads, totaling 59 people: 7 promotions and transfers at the director level, 6 deputy heads, and 52 promotions and transfers at the deputy director and section chief levels.
This personnel appointment comprehensively reflected job competencies such as leadership, policy judgment, expertise, and contributions to provincial administration for promotions and transfers.
In particular, to systematically respond to the crisis of regional extinction, the Population, Youth, and Immigration Bureau has been formalized as a regular organization, and the Talent Development and Education Bureau has been newly established to fully prepare for the future and lead regional growth through talent cultivation.
Deputy heads were selected focusing on mutual cooperation and communication between the province and city/county governments, choosing public officials with capabilities in policy formulation and organizational management.
However, Yeonggwang and Gokseong will maintain an acting county governor system until the end of this year to ensure stability and continuity of county administration.
Among the 13 promoted to grade 4 in this personnel reshuffle, female public officials accounted for 30.8% (4 people), highlighting the advancement of women in public service.
It is also notable that personnel selections were made considering achievements in frontline departments of the people’s livelihood economy, such as jobs, economy, tourism, and construction.
Personnel appointments for team leaders at grade 5 and below will be conducted by July 15 to complete the regular personnel reshuffle for the second half of 2024.
