Harsh Treatment Confirmed During Illegal Detention
Decision to Investigate Truth for Samcheong Education Center Victims and Others
The 2nd Truth and Reconciliation Commission on Past Affairs (Truth and Reconciliation Commission) made a decision to uncover the truth regarding the 'Flag Incident,' a case involving the violation of the National Security Act by the Seoul National University Committee for the Promotion of Democracy (Minchuwi).
On the 27th, the Truth and Reconciliation Commission announced that at the 81st committee meeting held the previous day, it decided to uncover the truth concerning nine individuals, including former Nowcom CEO Moon Yong-sik, who were punished for violating the National Security Act in connection with the Flag Incident.
The Flag Incident refers to the 1984 case in which students belonging to the Seoul National University Minchuwi produced and distributed a leaflet called 'Flag,' which served as a guide for struggle, and were arrested on charges of participating in protests alongside the Cheonggye Clothing Union and Daewoo Apparel Union.
According to the Truth and Reconciliation Commission's investigation, the students were illegally detained without arrest warrants and interrogated for a minimum of three days and a maximum of eleven days. It was confirmed that during the investigation, they were subjected to harsh treatment such as water torture, beatings, and sleep deprivation.
The Truth and Reconciliation Commission recommended that the state apologize and take measures to restore the honor of those subject to the truth investigation.
Additionally, the Truth and Reconciliation Commission decided to further investigate 164 additional victims related to human rights violations at Samcheong Education Center.
In this investigation, the Truth and Reconciliation Commission additionally confirmed that former detainees of Samcheong Education Center were monitored and managed based on Ministry of the Interior directives, and that there were deaths within the Samcheong Education Center. The total number of individuals subject to truth investigation related to Samcheong Education Center has increased to 564.
Furthermore, the Truth and Reconciliation Commission made truth investigation decisions regarding four individuals related to the Labor Night School Federation case and eight fishermen who were abducted and returned from the Second Boksungho incident.
