Jin Byeongyeong, the governor of Hamyang County, Gyeongsangnam-do, marks the second anniversary of leading the 8th popularly elected administration. Governor Jin has been meticulously checking the fulfillment of the 8th administration’s pledges made to the residents, and his efforts are bearing fruit in the form of “Hamyang’s development and residents’ happiness.”

To create a customized childcare environment where children are happy, the county opened a Hamyang-style hub care center, a shared parenting space, and a toy library, establishing a one-stop integrated care center that addresses childcare and care needs in one place.

Facilities for infants, children, and youth located at the Handeul Hub Center enable one-stop services from child care to childcare support, bringing Hamyang a step closer to realizing child welfare.

The county was selected as the target site for the Ministry of the Interior and Safety’s Youth Village Shared Housing Project to provide stable housing for young people, and the construction of the Nui Center, a “Youth Dream Factory” where young people can realize their dreams, is also underway.

Efforts have also been made to promote balanced regional development and improve residential conditions. With Anyimyeon and Seosangmyeon selected for the urban regeneration contest, the county has achieved seven government urban regeneration contest wins.

The urban maintenance project for the old downtown area of Hamyang-eup is also in full swing, with the creation of small-scale parking lots such as Yongpyeong public parking lot and Anyi off-street parking lot, as well as the establishment of two undergrounding projects, eight intersections, and two roundabouts.

All four sites were selected for the contest to improve living conditions in vulnerable areas, laying the foundation for balanced regional development. In addition, the establishment of a vacant house bank to utilize empty homes has been completed, increasing utilization options.

The administration of Hamyang County under the 8th popularly elected government is being evaluated as having reached a higher level through communication and empathy with residents. The fulfillment rate of pledges, the most important promise to residents, stands at 64%, significantly higher than the national average.

The county has demonstrated its enhanced administrative capacity under the 8th administration by winning first place in the joint city-county evaluation for counties. Efforts to improve integrity, such as the Small Project Selection Committee, mandatory electronic contracts, and the cap on discretionary contracts, have resulted in an increase in integrity ratings for the first time in eight years, signaling a strong chance of achieving the top grade. For the first time since the launch of the Hamyang County popularly elected government, a survey of public facilities was also conducted.

By expanding opportunities for residents to enjoy culture and the arts, the county has worked to bridge cultural gaps and diversify tourism resources through tourism development projects. Efforts have also been made to preserve and utilize Sangnim Park, the county’s landmark, by overhauling the regular tree management system for systematic management of trees, refurbishing aging facilities, and replacing potted plants and flowers seasonally to provide a pleasant environment for residents and tourists.

An announcing dome was created at the Forest Children’s Park to serve as a leisure and play space for children, and a variety of programs, including humanities, are being operated at the Choe Chiwon History Park, establishing it as a space for history, humanities, and cultural enrichment.

To address the labor shortage in rural areas, the county was the first in Gyeongsangnam-do to operate public seasonal workers and, for the first time in the country, opened a Seasonal Worker Support Center.

To strengthen the competitiveness of livestock farming, the county opened the first goat auction market in Gyeongsangnam-do and completed the processing and distribution center for the black pork joint brand “Jirisan Gamdoni,” striving to restore the reputation of Hamyang as the home of black pork.

In addition, various policies are being implemented to improve convenience for farmers, such as rental agricultural machinery delivery service, promotion of consigned farming, and the installation of farmer rest areas and restrooms.

The construction of the Hamyang Nui Center, promoted as an investment project in response to local extinction, will be fully launched. The Nui Center is expected to serve as a catalyst for community communication as a complex community center providing integrated education, culture, and welfare services.

The relocation of the Hamyang Student Complex Library and the construction of a Youth Complex Culture Center, as well as other complex cultural spaces to enhance education, culture, and welfare for youth and residents, will also be promoted in earnest.

The county will carry out the development of a 110,000-square-meter cultural and welfare infrastructure in Hamyang-eup to house social welfare facilities, comprehensive medical facilities, and youth facilities, as well as create attractive residential conditions through the construction of public rental housing and the outsourcing of household waste collection and transportation.

The county also dreams of becoming a forest recreation city by utilizing its abundant forests, with projects such as the 15 Major Mountains Complete Climbing Certification Project and the Four Seasons Hamyang For You Project.

Additionally, cultural tourism growth projects are being promoted, such as the creation of a Seonbi Culture Heritage Tourism Belt near the World Heritage Site Namgye Seowon and the tourism development of Baekhyeon Recreation Area, with plans to actively develop tourism content in line with travel trends.

To establish a virtuous cycle of local food, a Local Food Integrated Support Center will be created, and new (short-term) income crops such as small-scale poultry, subtropical fruits, goats, and domestic wheat will be continuously fostered and expanded to contribute to stable income generation for farmers.

A youth entrepreneurship smart agriculture complex will also be established to attract and quickly settle young farmers, fostering future leaders in agriculture.

In addition to the existing well-connected road network, the county is pursuing inter-local government cooperation to be included in the 5th National Railway Network Construction Plan for the Daejeon-Hamyang-Namhae Southern Inland Railway, and is also supporting the early completion of the Dalbit Railway connecting Daegu-Hamyang-Gwangju, moving toward the dream of becoming a logistics industry hub.

To attract businesses, a large enterprise attraction task force team was established to provide systematic administrative support, create a business-friendly environment through special support systems for corporate attraction, and strengthen investment competitiveness.

Furthermore, by securing and developing investment sites in Singwan-ri, Hamyang-eup, and Mokhyeon-ri, Hyucheon-myeon, the county has preemptively secured land that can be supplied in a timely manner to companies wishing to invest, thus enhancing investment competitiveness. Preparations for designation as a leading investment district by the Ministry of Land, Infrastructure and Transport are also being steadily made.

Governor Jin, who expressed his determination to show a changing Hamyang in earnest in the second half of the 8th administration, building on the solid foundation laid in the first half, said, “I will continue to work hard for the next two years so that all residents can enjoy happiness today and look forward to hope tomorrow.”
