Plan to announce a dating violence survey next year
As incidents of violence occurring in dating relationships continue to surface, the Ministry of Gender Equality and Family, the main government agency in charge, has also stepped up to devise countermeasures. Plans include strengthening legal litigation support and emergency housing assistance for victims of dating violence, as well as establishing counseling statistics for victims that have not been previously tracked.
On the morning of the 27th, the Ministry held an on-site meeting at the Korea Women’s Human Rights Institute located in Jung-gu, Seoul, to discuss these measures. Representatives from related organizations such as the National Council of Domestic Violence Counseling Centers, the National Council of Domestic Violence Victim Protection Facilities, and the National Council of Sexual Violence Counseling Centers attended the meeting.
The Ministry announced that it will enhance support services for victims of dating violence through existing support institutions under its jurisdiction, including the emergency hotline 1366, domestic violence and sexual violence counseling centers, and protection facilities.
In particular, to strengthen legal counseling and litigation support, the Ministry explained that it will operate online-based legal counseling and pilot a regional “visiting legal counseling center.”
Measures to protect victims who face personal threats from perpetrators will also be reinforced. The Ministry stated that it will actively support emergency housing through temporary protection facilities and admission to protection facilities. Additionally, it added that it will coordinate with the police to provide smartwatches and private security for high-risk victims.
Furthermore, the Ministry will establish a statistical foundation for dating violence. Until now, support performance from 1366 and domestic and sexual violence counseling centers has only been managed by types such as domestic violence and sexual violence, without statistics specifically on dating violence. Going forward, a detailed statistical system will be developed for dating violence and overlapping complex damages. Through this, the Ministry plans to announce statistics and survey results next year, including the current status of dating violence crimes, victim experiences, and types.
To prevent the spread of secondary damage, inter-agency cooperation will also be strengthened. A guidebook outlining necessary measures by department related to secondary damage will be prepared and distributed.
Prevention education on dating violence will be conducted targeting university students and adolescents. A “Dating Violence Prevention Education Program” covering characteristics of dating violence, coping strategies, and support from those around victims will be developed, and dating violence content will be supplemented in violence prevention education to strengthen “visiting violence prevention education.”
