Busan City Implements Regular Personnel Appointments for Bureau and Division Directors in the Second Half of This Year

Personnel Transfers for 74 Executives at Director Level and Above Effective July 1

Efficient Operation of Newly Established Organizations and Core Projects Following Organizational Restructuring

The city of Busan has carried out a regular personnel reshuffle for 74 officials at the director level and above, in line with the organizational restructuring effective July 1, focusing on a competency- and performance-based personnel management system.


The reshuffle includes 14 officials at grade 3 and 60 at grade 4, with two dispatched public officials from other organizations (the Ministry of Economy and Finance and Gyeongnam Province) included among the transferees to Busan City.


This executive personnel reshuffle focused on reallocating talented personnel to newly established organizations and key project positions resulting from the restructuring, thereby solidifying the city's core values while aiming for personnel management that looks toward a new future.


Personnel were assigned to new positions created by the restructuring and to vacancies resulting from retirements, with a focus on performance and ability, taking into account expertise and continuity in work.


This move is interpreted as Mayor Park Hyungjoon's commitment to maximizing work efficiency under the core municipal goal of transforming Busan into a global hub city of citizen happiness, through innovation in urban space and economic structure, while firmly maintaining the city's policy direction and operational framework.


There are no changes among key executives at grade 2 and above, while for grade 3 director-level positions, talented personnel with work experience and ability have been assigned mainly to newly established and vacant positions.


First, to drive innovation in urban space, Kim Yujin, head of the Nakdong River Management Headquarters, has been appointed as the new Director General of the Future Design Headquarters. Kang Heeseong, head of the Airport Planning Division, has been appointed as Director General of Transportation Innovation; Kim Guiok, head of the Investment and Trade Division, as Director General of Youth-Industry-Academia; Ha Seongtae, head of the Architectural Policy Division, as Director General of Housing and Architecture; and Lim Jaeseon, head of the Industrial Location Division, has been promoted and appointed as head of the Nakdong River Management Headquarters.


Sim Seongtae, head of the Construction Headquarters, has been appointed as Director General of Marine, Agriculture, and Fisheries; Lee Yongju, former Deputy Mayor of Suyeong District, who is returning from long-term overseas training, as Director of the Health and Environment Research Institute; Kim Byeonggi, Director General of Marine, Agriculture, and Fisheries, as head of the Waterworks Headquarters; and Lee Hyeonwoo, Deputy Mayor of Buk-gu, as head of the Construction Headquarters. Nam Jeongeun, Director of Youth-Industry-Academia Policy, will undergo long-term overseas training.


In addition, for deputy heads of district and county offices, Kim Jaehak, spokesperson, has been appointed as Deputy Mayor of Seo-gu; Lee Byeongsu, head of Welfare Policy Division, as Deputy Mayor of Yeongdo-gu; Kwon Gihyeok, head of Transportation Policy Division, as Deputy Mayor of Buk-gu; and Lee Dongsung, head of Agricultural and Livestock Distribution Division, has been promoted and appointed as Deputy Governor of Gijang-gun.


The position of spokesperson, designated as an open position due to the organizational restructuring, is currently in the public recruitment process and is expected to be filled by July at the latest.


For grade 4 division heads, executives who have demonstrated their abilities have been assigned to newly established positions in line with key issues and organizational restructuring, so that the foundation laid over the past two years under the 8th popularly elected Busan administration can be leveraged to realize the dream of Busan's great leap forward.


To achieve the early opening of the new Gadeokdo Airport, the current planning team leader has been promoted and appointed as head of the Airport Planning Division. Newly established positions such as Director of Public Institution Affairs, Head of One-Stop Business Support Team, and Director of Design Industry Innovation have also been filled by staff and division heads who have been recognized for their ability and performance, ensuring that the new organizations can quickly get on track.


In addition, for the newly established Director of Fiscal Cooperation position, an executive public official from the Ministry of Economy and Finance has been seconded and appointed, with plans to actively secure national funding and ensure the smooth promotion of key municipal projects.


A city official stated that the upcoming personnel appointments for grade 5 team leaders will also place talented individuals with both managerial capability and expertise in key positions, and that promotions and transfers for staff at grade 6 and below (effective August 1) will be completed promptly, so that the newly reorganized organization in the second half of the year can actively strive to achieve the municipal goals of a 'city of citizen happiness' and a 'global hub city' as quickly as possible.
