Dongdaemun-gu Conducts Pre-Training to Prepare for Extreme Rainfall Situation Assessment Meeting

Dongdaemun-gu, Seoul (Mayor Lee Pil-hyung) conducted a pre-training session on the afternoon of the 24th to prepare for the rainy season and sudden extreme heavy rainfall.


Recently, extreme abnormal weather phenomena such as heatwaves and heavy rains due to climate change have been occurring frequently worldwide. In particular, underground flooding accidents caused by large amounts of rain falling in a short period have claimed many lives.


Accordingly, the district assumed a scenario of flooding in underground houses in the low-lying area of Jegi-dong due to extreme heavy rainfall exceeding 100mm per hour, and conducted training similar to real situations to improve employees' disaster response capabilities in case of disaster situations.


The training was conducted jointly with the Dongdaemun Fire Station and included ▲establishment of an integrated support headquarters ▲support for resident evacuation ▲relief activities for disaster victims ▲emergency medical activities.


“Rainfall exceeding 30mm per 15 minutes has occurred in Dongdaemun-gu...” In the disaster safety countermeasure headquarters situation room at the district office, an urgent voice of an employee monitoring the weather situation during reinforcement duty was heard.


Soon, a situation assessment meeting chaired by the mayor was held, and the mayor ordered the sending of an emergency disaster message for residents' prior evacuation and the establishment of an integrated support headquarters.


Following the order, an integrated support headquarters was set up at the Jegi-dong Community Center, and disaster relief supplies and emergency medical kits were prepared. At the same time, guides were instructed to carry out resident evacuation tasks, and residents participating in the training headed to the community center using evacuation routes according to the guidance. Vehicles were also provided to transport residents with mobility difficulties during evacuation.


After all residents living in flood-prone areas evacuated, the evacuation status was recorded on the situation board of the integrated support headquarters and reported to the deputy mayor, who is the head of the integrated support headquarters.


Shortly after, when flooding began in the Jegi-dong area, the pump station, together with the Dongdaemun Fire Station, mobilized pumps and pump trucks to support drainage from underground houses.


The training concluded with a press briefing at the integrated support headquarters by department heads on the incident overview, casualties, support details, and follow-up measures.


The district plans to distribute video materials covering the entire pre-training process to employees so that they can respond calmly in the event of a disaster.


Lee Pil-hyung, Mayor of Dongdaemun-gu, stated, “Disasters come without warning, so training that feels like the real thing is essential. I hope this training has improved the disaster response capabilities of our employees. We will do our best to create a safe city, Dongdaemun-gu, free from disasters.”
