Bucheon City in Gyeonggi Province has entered the full-scale procedure for selecting a lead district for the redevelopment of the aging Jung-dong 1st generation new town.
On the 25th, the city announced the lead district selection contest details on its official website and stated that applications will be accepted from September 23 to 27.
This contest includes contents based on the 'Special Act on Redevelopment and Support of Aging Planned Cities (Aging Planned Cities Redevelopment Act)' enacted in April and the '1st Generation New Town Redevelopment Lead District Selection Plan' announced at the Ministry of Land, Infrastructure and Transport (MOLIT) - Gyeonggi Province - 1st Generation New Town - Korea Land and Housing Corporation (LH) leaders' meeting held on the 22nd of last month.
The main contents of the contest include ▲target areas for lead district selection evaluation and eligibility for application ▲evaluation criteria ▲application methods, among other detailed matters, comprehensively considering Bucheon City's local conditions based on the 'Standard Contest Guidelines for Five Local Governments of 1st Generation New Towns' presented by MOLIT.
The target areas for lead district selection evaluation consist of a total of 16 zones, covering entire zones that require integrated redevelopment on a large block scale in accordance with the purpose of the Aging Planned Cities Redevelopment Act. Partial division or exclusion of any part of the zones is not allowed.
Eligibility for application is granted to zones where more than 50% of all landowners within the target area have given consent. The consent rate calculation follows the method for counting consenting landowners as stipulated in Article 33, Paragraph 1 of the Enforcement Decree of the Act on Maintenance and Improvement of Urban Areas and Residential Environments.
The evaluation criteria for lead district selection were prepared based on MOLIT’s standard evaluation criteria. The evaluation items consist of four categories: resident consent rate (70 points), urgency of parking environment improvement within the target area (10 points), number of housing complexes participating in integrated redevelopment (10 points), and number of participating households (10 points), totaling 100 points.
Key changes in the evaluation criteria include structuring all evaluation items as quantitative assessments to ensure objectivity in the lead district selection process, expanding the scoring for resident consent rate (full 70 points for consent rates of 90% or higher) to enhance evaluation discrimination.
Additionally, while maintaining the urgency of residential environment improvement at 10 points, an outdoor parking ratio item was added to reflect parking inconvenience issues in the evaluation. Applications can be submitted by a lead district contest representative appointed with the consent of more than 50% of all landowners.
The city plans to evaluate and review the application target areas by the end of October, consult with the Ministry of Land, Infrastructure and Transport, and select and announce the lead districts around the end of November.
Mayor Jo Yong-ik of Bucheon stated, "We will conduct the lead district selection contest process transparently and without any setbacks, and provide administrative support such as consulting for residents preparing for the contest."
He added, "Even if a zone is not selected as a lead district this year, the annual redevelopment volume of 4,000 housing units will be managed according to the annual plans under the Special Redevelopment Basic Plan, so zones wishing for integrated reconstruction in the future will receive prompt administrative processing and focused support without discrimination from lead districts."
