According to major foreign media including the British Guardian, Ukrainian President Volodymyr Zelensky announced that 3 civilians were killed in the Russian bombing in Kharkiv that afternoon. Ihor Terekhov, mayor of Kharkiv, stated that 52 people were injured in the attack.

Oleh Syniehubov, governor of Kharkiv Oblast, reported that four aerial bombs were launched toward the city, and among the injured, 4 are in critical condition.

President Zelensky wrote on Telegram, "Russia's terrorism through guided bombs must and can be stopped," urging, "A strong decision from our partners is needed to immediately intercept Russian terrorists and Russian military aircraft wherever they are."

Later, in his regular nighttime video address, President Zelensky claimed, "The Russian military used more than 2,400 guided bombs on Ukrainian targets in June alone, with about 700 of them aimed at Kharkiv."

He also urged that the same measures be taken for guided bombs, noting that after the U.S. Congress delayed approval of a large-scale aid package in April, the replenished supply of weapons to Ukraine reduced the destructive power and frequency of missile attacks.

President Zelensky said, "The significant reduction in Russian missile attacks on Kharkiv proves that it is possible to protect our cities and communities from Russian bombs."

Meanwhile, Russia also attacked energy facilities in southeastern and western Ukraine on the same day, in addition to Kharkiv. Ukrainian officials reported that the energy facilities in the southeastern Zaporizhzhia region and the western Lviv region were damaged, and two workers were injured in the attacks.
