Statement Released on Refugee Day
"Screening Backlog, Unable to Receive Social Security"
Song Doo-hwan, Chairperson of the National Human Rights Commission of Korea (NHRCK), stated on the occasion of 'World Refugee Day' that refugee policies need to be improved to protect the human rights of refugees and enhance their treatment.
In a statement on the 20th, Chairperson Song said, "The refugee issue is a shared responsibility of the international community, and protecting their human rights is our duty."
He pointed out, "Refugee applicants often face prolonged legal instability and economic difficulties due to backlogs in refugee screening."
According to the current Refugee Act, foreigners recognized as refugees and residing in the country can receive social security at the same level as Korean nationals. However, individual legal guidelines limit the recipients of social security to nationals or registered residents, resulting in refugees not receiving the treatment stipulated in the Refugee Act.
Chairperson Song also identified the short stay period for humanitarian stay permit holders as a problem causing difficulties in livelihood. He expressed concern, saying, "The maximum stay period for humanitarian stay permit holders is one year, and employment is only possible if the stay period is extended and employment permission is granted. Before obtaining permission, employment is only possible with the cooperation of the employer, creating a vicious cycle of livelihood difficulties."
In conclusion, Chairperson Song urged, "Our government must improve policies regarding refugees," and expressed hope that "our society becomes one that opens the door of hospitality to refugees."
