Gangbuk-gu, Seoul (Mayor Lee Soon-hee) has established the '2024 Proactive Administration Implementation Plan' this month to encourage proactive administration among public officials and will focus on promoting seven key projects through proactive administration.

The proactive administration key projects are promoted to create tangible results that residents can feel, and are selected through the district's Proactive Administration Committee.

The seven projects selected this year are ▲ Gangbuk-gu Resident Safety Insurance enrollment and improvement ▲ Establishment and operation of Gangbuk Smart Farm Center ▲ Operation of smart tourism electronic map ▲ Improvement of treatment for elderly care workers ▲ Operation of public lawyer observation system for small-scale housing maintenance projects ▲ Creation of waterfront vitality hub at Uicheon Stream ▲ Smart health management project for hypertension and diabetes.

First, in the Gangbuk-gu Resident Safety Insurance enrollment and improvement task, considering the characteristics of Gangbuk-gu with a high proportion of elderly population, the insurance was changed to focus on injury medical expenses. In the establishment and operation of the Gangbuk Smart Farm Center task, a smart farm (located at Beondong 410-5 area, 650.31㎡ in size) incorporating advanced technology will be created to provide citizens with diverse urban agriculture experiences and various food products.

In the smart tourism electronic map operation task, smartphone-based tourist map guidance and online stamp tours will be provided, and through the elderly care worker treatment improvement project, an environment will be created to provide high-quality care services by improving the treatment of long-term care institution workers.

Additionally, the district expanded the public lawyer observation system, which was only operated in redevelopment and reconstruction projects, to small-scale housing maintenance projects within Moa Town for the first time in Seoul. A waterfront vitality hub decorated with building-type terraces, waterfront stands, and water screens will also be created by 2025 in the area from Suyu Bridge to Ui Bridge along Uicheon Stream.

To support residents' health management, the 'Hypertension and Diabetes Smart Health Management Project' will be actively promoted, which rents out blood pressure and blood glucose meters linked to smartphone apps to assist with health management.

The district plans to select 10 outstanding public officials for proactive administration in the first and second halves of this year to encourage proactive administration among public officials and to promote regulatory innovation, resolution of civil complaints and conflicts, and improvement of public service quality through proactive administration.

Selected outstanding proactive administration officials will receive incentives such as ▲ special promotion ▲ special salary increase ▲ highest grade performance bonus ▲ priority selection for performance evaluation points/education and training ▲ reward leave ▲ priority placement (transfer) to desired departments, and from this year, all selected officials will also receive commendations and monetary awards.

Furthermore, protection and support for proactive administration officials will be actively promoted through pre-consultation systems, proactive administration exemption systems, and legal support.

Lee Soon-hee, Mayor of Gangbuk-gu, said, “We will create a public service atmosphere where officials can carry out their duties autonomously and responsibly without being bound by regulations or customs, contributing to improving the quality of life for residents,” and added, “Through this, we will flexibly and efficiently respond to diverse and complex administrative demands.”
