Instructions Revealed Through Presidential Decree Document
Russian President Vladimir Putin reportedly instructed the signing of a comprehensive strategic partnership agreement with North Korea on the 18th (local time).
The presidential decree document posted on the Russian legal website on that day included content stating that President Putin "accepts the proposal from the Russian Ministry of Foreign Affairs to conclude a comprehensive strategic partnership agreement between Russia and North Korea."
President Putin will visit North Korea from that day until the 19th. The related agreement is scheduled to be signed during this period.
While approving the draft agreement, President Putin allowed the Ministry of Foreign Affairs to make changes to non-essential content for the negotiations.
Meanwhile, according to the Korean Central News Agency, Putin stated in a contribution to the North Korean Rodong Sinmun on the same day, "We will develop a trade and mutual settlement system free from Western control and jointly oppose unilateral illegal restrictive measures."
