Protection Measures for Homeless and Rooming House Residents and Emergency Safety Alert Service Operated from June to September

Busan City will strengthen its measures to prevent heatwave-related damage by conducting on-site inspections at 2:30 p.m. on the 18th in residential areas of vulnerable groups and cooling centers, as the heatwave is expected to arrive about a week earlier than last year.

On the 18th, Vice Mayor for Administrative Affairs Lee Joonseung will visit a jjokbang counseling center in Busanjingu to check whether protection measures for jjokbang residents are being properly implemented during the heatwave period, and will request thorough efforts to prevent any casualties due to the heat. He will also visit jjokbang residences himself to see if there are any areas in need of additional support.


A jjokbang counseling center is a place that provides services such as counseling, employment support, and livelihood assistance to jjokbang residents in densely populated jjokbang areas.


The city operates jjokbang counseling centers in two locations, Busanjingu and Donggu, to support jjokbang residents.


Afterwards, Vice Mayor Lee will visit a senior center in Namgu, which is designated and operated as a cooling center, to check the operation of air conditioning and ensure that seniors are not experiencing any inconvenience during the summer. He will also ask relevant agencies to conduct frequent on-site inspections of senior centers.


The city is currently operating 915 cooling centers for vulnerable seniors and others during the hot season.


The 915 cooling centers include 39 general social welfare centers, 21 senior welfare centers, and 855 senior centers.


For the 2,605 senior centers, including 119 unregistered ones, the city will provide a monthly air conditioning subsidy of 175,000 won for two months in July and August.


From June to September, the city will implement summer protection measures for homeless people and jjokbang residents, with a particular focus on July and August to strengthen protection for vulnerable groups.


To support vulnerable groups during heatwaves, the city has formed and is operating a "Homeless Joint Response Team" consisting of city, district/county, police, fire, and homeless facility officials, as well as a "Field Response Task Force" (three teams, 16 members in total) to strengthen on-site health management for homeless people and jjokbang residents. These teams will operate for four months from June to September this year.


Additionally, to respond to emergencies for homeless people on the streets during the summer, the city operates emergency sleeping facilities and collaborates with nearby inns to provide emergency relief rooms. Temporary housing costs such as gosiwon rent and transportation are also supported for three months.


The city has also established a heatwave prevention system using the existing care service network for seniors living alone and disabled people with mobility difficulties. Emergency safety notification service equipment has been installed in 17,350 households, so that if no activity is detected, the system will notify 119.


During weather advisories, care workers or activity support workers will check on the well-being of clients by phone or in person and provide emergency contact information in advance in case of urgent situations.


Vice Mayor Lee Joonseung stated, "The city will actively support vulnerable residents and seniors who are particularly affected by the heat this summer, working in cooperation with the police, fire department, and private organizations," and emphasized, "We will ensure thorough response from welfare field officials and support staff to prevent any casualties during what is expected to be an especially hot summer."
