Thorough Inspection of Emergency Response System for Civil Complaints Office Against Verbal and Physical Abuse by Visitors
Hapcheon County in Gyeongnam announced on the 17th that it conducted a joint simulation drill with the Hapcheon Police Station to prepare for unusual civil complaint situations.
This simulation drill was conducted to protect civil affairs officers from illegal acts such as verbal abuse and assault by complainants, which have recently become a social issue, and to check the emergency response system and enhance on-site response capabilities in the civil affairs office.

The main training scenario involves requesting the complainant to stop any illegal acts and calming them down to allow the civil affairs process to proceed.
If the illegal acts continue, the person in charge of the civil affairs office requests action, and staff members perform their assigned roles according to the emergency response manual.
The response includes protecting the affected public official and evacuating other complainants, deploying security guards, activating the emergency bell to call the police, and removing the offending complainant from the premises.
In particular, when the emergency bell is activated, a close communication system with Hapcheon Police Station ensures the rapid dispatch of police officers to separate the unusual complainant and the affected official, minimizing potential damage at the scene.
County Governor Kim Yooncheol stated, "We are educating our staff to resolve civil complaint situations by encouraging complainants to calm down in advance and prevent unusual cases. Through this drill, we will strengthen our ability to respond and minimize damage to civil affairs staff and other complainants in the event of unavoidable malicious or unusual complaints, and establish a safer civil affairs culture."
