Seoul City Confirms Sintong Planning for Jongam-dong 3-10 Area
Upzoning Allows Up to 39 Floors, 690-Unit Complex

On the 11th, Seoul City announced that it had finalized the rapid integrated planning for the redevelopment candidate site in the 3-10 area of Jongam-dong, Seongbuk-gu. This area is adjacent to Ilsin Elementary School and Seoul National University College of Education Affiliated Middle School, providing a favorable educational environment. There is also a high school within a 500m radius. It is close to the Inner Circular Road entrance and Subway Line 6.
However, the residential environment was poor due to a mix of old detached and multi-family houses, illegally parked vehicles, and narrow roads where sidewalks and roadways were not separated. Although there had been some attempts to promote small-scale maintenance projects in parts of the area, progress was slow, and it was selected as a candidate site for rapid integrated planning in December 2022.
According to the rapid integrated planning proposal, the zoning of this area will be upgraded from the existing Type 2 residential zone (7 floors) to Type 3 residential zone, and redeveloped into about 690 households with a maximum height of 39 floors or less.
The city also focused on creating a pedestrian-friendly complex in connection with the surrounding environment. First, public open spaces will be installed in areas adjacent to the nearby schools and Jeongneungcheon Stream to secure buffer zones and resting spaces for residents. Additionally, considering the main entrances of the apartment complex and public open spaces, Wolgok-ro 4-gil, which is used as the path to Jeongneungcheon Stream, will be changed from one-way to two-way traffic. The road width will also be increased from 9m to 13m.
Furthermore, to allow local residents easy access to Jeongneungcheon Stream, a public pedestrian passage will be created in the east-west direction within the complex. Taking into account sunlight for the school located on the north side of the complex, mid-to-low-rise buildings will be placed along the boundary between the school and Jeongneungcheon Stream, while high-rise buildings will be located in the center of the complex. To create a safe school route, a building setback line (5m) is also planned along Wolgok-ro.

The city plans to proceed with the maintenance plan drafting process and expects the maintenance plan decision to be completed within the year. Through simplification of procedures via rapid integrated planning, the designation of maintenance zones will be handled by the Urban Planning Committee’s delegated subcommittee, and project implementation approval will be integrated for review, significantly shortening the project period.
