Busan City Launches 'Emergency Care Support Project'... Urgent Care Needed for Illnesses and Injuries

Up to 30 Days (72 Hours) of Home Care, Housekeeping, and Mobility Support Provided

Applications Accepted In Person at Local Community Service Centers Starting June 20

Busan City is implementing the "2024 Emergency Care Support Project" to address gaps in care for Busan citizens.

Busan City Launches 'Emergency Care Support Project'... Urgent Care Needed for Illnesses and Injuries Emergency Childcare Support Project (Ministry of Health and Welfare).

This project provides temporary in-home care, household assistance, and mobility support services to citizens who face crisis situations such as illness, injury, or the sudden absence of a primary caregiver, but have no other family members or are unable to use alternative services.


The project is overseen by the city, operated and managed by the Busan Social Service Institute, and care services are provided by six regional service providers.


Busan City was selected for this project through a Ministry of Health and Welfare public offering in April, and it will be implemented with a total budget of 300 million KRW. After selecting six service providers and conducting staff training, the project will be fully launched in June.


Services can be used for up to 30 days (within 72 hours) and users can choose their preferred times. According to the service plan established between the user and the provider, professional staff such as care workers will visit the user's home to provide in-home care, household support, and mobility assistance (such as grocery shopping, bank visits, and other outings for daily life).


In particular, any citizen who meets all the eligibility criteria for the emergency care support service can use the service regardless of income, with a user fee that varies according to income level.


Those with a household income at or below 120% of the median income based on health insurance contributions can use the service free of charge, while those above 120% will be charged a fee that varies from 10% to 100%.


Citizens who meet all three criteria?urgency (temporary need), necessity of care, and supplementarity (cannot use similar local care services simultaneously)?can apply for the service at their local administrative welfare center according to their registered address starting June 20.


The city plans to select a total of 200 service recipients by the end of the year, and the private professional organizations chosen as emergency care service providers will offer high-quality, public-oriented services to those selected.

Since February, the Busan Social Service Institute has been running the "2024 Gap Care Support Project" for citizens in urgent need of care services (with income at or below 120%), and plans to immediately follow up with the "Emergency Care Support Project" upon its conclusion to prevent any gaps in care.


Bae Byeongcheol, Director of Social Welfare at Busan City, stated, "It is important for local residents who have difficulty performing daily activities due to illness or accidents to receive diverse and sufficient care services within their own communities. Prior to the launch of the Ministry of Health and Welfare’s 'Emergency Care Support Project,' the city has been minimizing care gaps through its own 'Gap Care Support Project.' We will continue to do our best to identify and address blind spots in care and provide tailored care services for our citizens."
