US White House: Israel Accepts Biden's 3-Stage Ceasefire Plan

"Expecting to Start Step 1 as Soon as Possible"

John Kirby, White House National Security Communications Coordinator, said on the 2nd (local time) that he expects Israel to accept the '3-step ceasefire plan' proposed by President Joe Biden.


According to ABC News, Kirby stated in an interview with 'This Week' that this decision was made after discussions with the Israeli government.

Kirby said, "Israel's proposal has been conveyed to Hamas. We are waiting for an official response from Hamas," adding, "If Hamas agrees to this proposal, we expect Israel will naturally agree as well." He also added that the U.S. hopes both sides will begin the first phase of the plan as soon as possible.


President Biden unveiled the 3-step ceasefire plan on the 31st of last month. The first phase includes a complete ceasefire for six weeks, withdrawal of Israeli troops from densely populated areas, and the release of some hostages such as women, elderly, and the injured. Kirby said, "During the six weeks, both sides will negotiate what the second phase will look like and when it can begin."


The second phase involves exchanging all surviving hostages and the withdrawal of Israeli troops from Gaza. This signifies a permanent cessation of hostile acts. The third phase begins the reconstruction of Gaza and the return of the bodies of deceased hostages to their families.


The international community, including the United Nations, Europe, Qatar, and Egypt, is urging both Israel and Hamas to accept the ceasefire plan.


On the same day, Yoav Gallant, Israel's Defense Minister, issued a statement saying, "While conducting important military operations, we are also evaluating alternative governance options for Hamas."


However, according to the BBC, there are strong voices of opposition within the Israeli government. Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir have warned that if Prime Minister Benjamin Netanyahu agrees to the 3-step ceasefire plan, they will halt the coalition government.
