Incident in front of a restaurant in Uijeongbu, Gyeonggi
Defecated and wiped buttocks with a mop in front of the store
Fine of up to 100,000 won under the Minor Offenses Act
A man defecated in front of a store and wiped only his body parts with a mop before running away. On the 31st, A, a self-employed restaurant owner in Uijeongbu-si, Gyeonggi Province, shared CCTV footage from in front of his store, saying, "There must be a reason for this. No matter how urgent it was, can this be forgiven?"
In the video, a man wearing jeans is seen holding the waistband of his pants and striding toward the front of the store. Then, using a car parked in front of the store as a shield, he squats down and begins to defecate. After finishing, the man rummages through both his pants pockets and jacket pockets looking for something to wipe with. Finding nothing, he takes a red mop that was standing in front of the store.
The man tries to separate the mop head, originally meant for floor cleaning, from the stick but fails. He then uses the mop as is to clean his buttocks. Afterward, he puts the mop down, stands up, puts on his underwear, adjusts his pants as if nothing happened, and leaves the scene.
A said, "He did it right in front of the store. It's an unimaginable scenario. You encounter all sorts of things in life." He added, "I threw away the mop. He was Korean but was heavily intoxicated. He took his time doing it. I chased after him and told him to clean it up, but it was useless." He also said, "If he had just asked to use the restroom briefly, it would have been fine. I hope this never happens in our country again."
Netizens also reacted with comments like, "I want to believe he’s not Korean," "Using a mop to wipe is shocking," and "Isn’t there a police station right nearby? Report him."
In March, a woman was caught on CCTV urinating in front of a restaurant terrace after opening an umbrella. At that time, two women came to the terrace of a darkened restaurant, and one of them took an umbrella from the umbrella stand and disappeared with her group. They reappeared shortly after, and one of them placed the opened umbrella on the ground, suddenly pulled down her pants, sat down, and urinated right there. The other woman appeared to be keeping watch, looking around.
The restaurant owner B said, "Next to the store is a popular barbecue place that can be crowded late into the night, so I wonder how someone could behave like this. I think it’s understandable to take an umbrella if it’s urgent. But public urination is just too much."
According to Article 3 of the Minor Offenses Act, anyone who defecates or urinates in public places such as streets or parks where many people gather or pass by, and fails to clean up, can be fined up to 100,000 won, detained, or penalized.
